About this opportunity

The Department of Agriculture's Natural Resources Conservation Service (NRCS) is procuring specialized non-toxic antifreeze solutions for the Snow Survey and Water Supply Forecasting Program's SNOTEL station operations. The requirement includes four distinct chemical mixtures: 100% Propylene Glycol, 100% Denatured Ethanol, and two variations of a 47% Propylene Glycol/47% Denatured Ethanol blend with 3% Polysorbate 20 and 3% water (one standard and one dyed red). Vendors must demonstrate the capability to deliver chemicals within one week of requested dates, possess chemical mixing capabilities, and maintain no adverse performance records within the past three years. The government will award one firm fixed-price contract using the lowest price technically acceptable (LPTA) evaluation method, considering technical capability, delivery timeframes, past performance, and price. Quotes must be submitted by September 11, 2025, at 11:00am ET via email to the Contracting Officer.

This opportunity is designated as a 100% small business set-aside under NAICS code 325998 with a size standard of 650 employees. The total procurement encompasses 8,760 gallons of antifreeze solutions across seven line items, to be packaged in 250-gallon totes and 55-gallon drums depending on the specific requirements of each Data Collection Office. Deliveries will be made to six locations across Oregon, Montana, Idaho, Utah, Colorado, and Alaska, with the primary place of performance listed as Troutdale, Oregon. The antifreeze solutions are critical for preventing water from freezing in precipitation gauges and snow pillows, making this an annual requirement essential to maintaining operational SNOTEL stations across multiple regions. Vendors must provide test results and Safety Data Sheets prior to shipment and coordinate returns if delivered products fail specific gravity testing conducted by the receiving Data Collection Offices.

Notice text

The Snow Survey and Water Supply Forecasting Program (SSWSFP) requires a specific, non-toxic, mixture of antifreeze solutions for SNOTEL station operations. The antifreeze solution is added to precipitation gages and snow pillows to keep the water  being measured from freezing. SNOTEL stations would become inoperative without the procurement of this antifreeze solution. The procurement of antifreeze is an annual requirement needed by multiple Data Collection Offices (DCOs) that operate the SNOTEL network in their regions.
