COMBINED SYNOPSIS/SOLICTITATION
For
Anti-Freeze Mixture
USDA – NRCS
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.
QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
ii. The solicitation number 12FPC325Q0053 is being issued as a Request for Quotation (RFQ). The acquisition procedures at FAR Parts 12 & 13 are being utilized. The Government anticipates the award of one firm fixed-priced contract resulting from this solicitation. Award will be made to the responsible vendor whose quote responds to the terms of this RFQ and is the best value for the
Government.
iii. This RFQ documents and incorporates provisions and clauses that are in effect through Federal
Acquisition Circular (FAC) 2025-03 effective January 17, 2025.
iv. This solicitation is being conducted as a 100% small business set-aside. The North American
Classification System Code (NAICS) is 325998, All Other Miscellaneous Chemical Product and
Preparation Manufacturing, the size standard is 650 Employees. For more information on size standards visit http://www.sba.gov/size. Active SAM registration is required in order to be awarded this contract and must remain active throughout the period of performance.
v. Contract Line-Item Numbers (CLINS): See Attachment 1, Quote Sheet.
vi. Description of Requirement: The Snow Survey and Water Supply Forecasting Program (SSWSFP) requires a specific, non-toxic, mixture of antifreeze solutions for SNOTEL station operations. The antifreeze solution is added to precipitation gages and snow pillows to keep the water being measured from freezing. SNOTEL stations would become inoperative without the procurement of this antifreeze solution. The procurement of antifreeze is an annual requirement needed by multiple Data Collection Offices (DCOs) that operate the SNOTEL network in their regions.
vii. Date(s) and Place(s) of Delivery and Acceptance:
The delivery will be scheduled after the contract has been awarded and as agreed upon by the contractor and customers. Delivery shall be made to six (6) different locations as identified in attachments 1 and 2.
viii. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors must read and follow the additional instructions contained within this solicitation to receive consideration.
