About this file

This document is a detailed solicitation for antifreeze solutions for the NRCS Oregon Snow Survey and Water Supply Forecasting Program (SSWSFP). The requirement is for four specific non-toxic antifreeze solutions to be used in SNOTEL stations' precipitation gages and snow pillows: 1) 100% Propylene Glycol, 2) 100% Denatured Ethanol, 3) 47% Propylene Glycol/47% Denatured Ethanol/3% Polysorbate 20/3% Water, and 4) the same as Solution #3 but dyed red. The vendor must deliver the solutions in 55-gallon drums and 27-gallon totes, with packaging tailored to different Data Collection Offices' storage facilities.

Key vendor requirements include testing solutions prior to shipment, providing test results and Safety Data Sheets, and meeting strict quality control and delivery specifications. Evaluation criteria mandate that vendors can deliver chemicals within one week of requested dates, mix their own chemicals, and have no adverse performance records in the past three years. Upon delivery, the Data Collection Office will conduct a specific gravity test, and if the solution does not meet specifications, the vendor must coordinate returning the items to the manufacturer. The procurement is an annual requirement supporting multiple regional SNOTEL network operations.

Overview of Requirement:

The NRCS Oregon Snow Survey and Water Supply Forecasting Program (SSWSFP) requires a specific, non-toxic, mixture of antifreeze solutions for SNOTEL station operations. The antifreeze solution is added to precipitation gages and snow pillows to keep the water being measured from freezing. SNOTEL stations would become inoperative without the procurement of this antifreeze solution. The procurement of antifreeze is an annual requirement needed by multiple Data Collection Offices (DCOs) that operate the SNOTEL network in their regions.

Delivery location does not have a loading dock and does have a forklift with standard length forks.

Antifreeze Solution Requirements:

Four (4) different solutions need to be available from the vendor.

Solution #1 – 100% Propylene Glycol Solution #2 – 100% Denatured Ethanol Solution #3 – 47% Propylene Glycol, 47% Denatured Ethanol, 3% Polysorbate 20

(Tween 20), 3% Water Solution #4 – 47% Propylene Glycol, 47% Denatured Ethanol, 3% Polysorbate 20

(Tween 20), 3% Water, Solution Dyed Red

Order Quantities – See attachment 1

Packaging Requirements:

The vendor shall deliver anti-freeze solutions in both 55-gallon drums and 27-gallon totes.

The DCOs have different storage facilities which necessitate different packaging for storage.

Quality Control Checks:

The vendor must test the solutions prior to shipment and provide the test results to the technical contact.

The technical contact will pass the information to the DCO receiving the delivery and obtain approval of the test results from the office before the vendor may ship the order.

The vendor shall provide a Safety Data Sheet (SDS) upon delivery that clearly outlines the chemical properties of the mix.

Inspection and Acceptance Requirements:

Upon delivery, the DCO will conduct a specific gravity reading of a sample of the antifreeze solutions to ensure the solution meets requirements prior to accepting delivery. In the event the specific gravity test does not meet specifications the delivery will not be accepted for the contract and the vendor must coordinate the return of the items to the manufacturer.

Evaluation Criteria:

Vendors must be able to deliver the chemicals within one (1) week of the requested delivery dates. (Delivery schedule will be determined after award)

Vendors must have the ability to mix their own chemicals to ensure the quality of the product.

Vendors must not have any adverse records of past performance in the last 3 years.
