About this opportunity
The Defense Logistics Agency Energy (DLA Energy) is soliciting proposals for retail electricity supply and ancillary services to multiple Department of Defense and federal civilian agency installations located across New England in the ISO-NE market area. The solicitation, numbered SPE60425R0406, seeks Firm-Fixed Price Requirements-type contracts with a 24-month delivery period from May 2026 through May 2028, with most contract line items using fixed pricing and two items (Naval Station Newport and Portsmouth Naval Shipyard) utilizing Locational Marginal Pricing. Offerors must be registered in the System for Award Management (SAM), be on the approved list of Retail Electric Providers in the relevant states, demonstrate at least 12 months of electricity supply and transportation experience within the past two years, possess transmission service agreements, and provide three past performance references. The Government will evaluate proposals based on past performance (most important non-price factor), technical capability and risk, small business participation (least important), and price, which collectively determine best value. The non-price proposal deadline was November 4, 2025, and pricing submissions are to be made via reverse auction commencing at 10:00 AM local Fort Belvoir, Virginia time on March 10, 2026, with offerors required to acknowledge receipt of all amendments.
This is an unrestricted solicitation with no set-aside designation, available to all responsible sources regardless of business size. The solicitation covers 15 contract line items serving 62 total accounts across New Hampshire, Rhode Island, Connecticut, Massachusetts, and Maine, with an estimated total electricity consumption of approximately 305.86 million kilowatt-hours over the 24-month contract period. Key installations include U.S. Army Reserves 99th Division locations, U.S. Coast Guard facilities, Otis Air Force Base, Cold Regions Research and Engineering Laboratory (CRREL), Customs and Border Protection sites, Naval Station Newport, and Portsmouth Naval Shipyard. The contractor will be responsible for all delivery point costs, scheduling, supply management, coordination with utility distribution companies, record-keeping in Microsoft Excel format, and compliance with cybersecurity maturity model certification Level 1 self-assessment requirements. Performance will occur across multiple federal installations in New England with invoicing through either consolidated or dual billing arrangements depending on the facility, and the Government retains the right to terminate for convenience or cause and may add future accounts through bilateral modification.
