About this opportunity
The Naval Supply Systems Command seeks spare engine run-in and dynamometer testing services for a single MTU Detroit Diesel Corp Model 1043-7000 4-71 diesel engine, with quotations due August 30, 2026. Award is restricted to offerors currently holding an active U.S. Navy MSRA or ABR agreement in the Japan Region; those without an existing agreement must submit documentation of an approved agreement or demonstrate compliance with DFARS 252.225-7042 authorization requirements, or face ineligibility unless the Navy has adequate time to process a new MSRA/ABR application before the vessel's availability window closes.
Place of performance is Sasebo, Nagasaki, Japan, with work conducted at the contractor's test facility and coordination through the Sasebo Repair Facility and JRMC Yokosuka. The engine (APL 666010355, spare stern anchor winch engine for LCU-1666, NBU-7) requires pickup from the facility, transport to the contractor's test location, dynamometer run-in testing per specified job order procedures, and return delivery through SHIPSUPT. The engine exhibits a suspected cracked block discovered during operability testing; the repaired engine must complete bench testing before installation. The test procedure includes a basic run-in phase progressing from 1,200 rpm to 2,100 rpm over approximately 195 minutes, followed by a final run-in phase at 1,700 rpm under no-load and full-load conditions with comprehensive inspections for leaks, bolt tightness, and performance metrics including coolant temperature, lubricating oil pressure, air box pressure, exhaust back pressure, and horsepower output.
Period of performance runs October 21, 2024, through January 19, 2025. Quotations must be submitted electronically in Japanese Yen with an administrative conversion rate of JPY 150.4415 per USD 1.00. The contract will be awarded as a firm-fixed-price job order under an existing MSRA or ABR. Award goes to the responsive offeror submitting the lowest total priced proposal. NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West).
