About this file
This is a Job Specification and Test Procedure document for the U.S. Navy Ship Repair Facility (SRF) in Sasebo, Japan, detailing the inspection, repair, and dynamometer testing of a spare stern anchor winch engine.
The work involves a single MTU Detroit Diesel Corp Model 1043-7000 4-71 spare diesel engine (APL 666010355) for the LCU-1666 (NBU-7) Landing Craft Utility. The engine requires pickup from SRF, transport to the contractor's test facility, run-in testing with a dynamometer, and delivery back to SRF through SHIPSUPT. The anticipated award date is September 19, 2024, with a production completion date of January 19, 2025, and a Period of Performance from October 21, 2024, to January 19, 2025. The work location is the contractor's test facility, with SRF providing lube oil, gaskets (P/N 5150116), and fluid filter elements (P/N 5159129). The initial condition notes that during operability tests, jacket water was discovered in the oil sump, suggesting a cracked engine block; the repaired engine must undergo bench testing prior to installation per Job Order Number 38NBA58205. The test procedure requires a basic run-in phase (starting at 1,200 rpm, progressing to 2,100 rpm over approximately 195 minutes) followed by a final run-in phase at 1,700 rpm with no-load and full-load conditions, including comprehensive inspections for leaks, bolt tightness, and component integrity, with acceptance criteria specified for coolant temperature, lubricating oil pressure, air box pressure, exhaust back pressure, and horsepower output.

5. TESTING STEP
5-1 PRETEST BRIEFING Conduct a pre-test briefing (e.g. safety precaution, station assignments, testing steps) with all involved test personnel.
5-2 PRE-STARTING Perform a pre-starting as follows and check mark in Section A of TEST DATA SHEET upon completion of each step.
5-2.1 Connect a dynamometer to the engine through a universal coupling to the absorption unit.
5-2.2 Fill lube oil system and fuel oil system.
5-2.3 Preliminary valve clearance adjustment must be made before the engine is started. Using the procedures in Chapter 5 of Reference 2-1.1.
5-2.4 A preliminary injector timing check must be made before starting the engine using the procedures in Chapter 5 of Reference 2-1.1.
5-2.5 Preliminary governor adjustments must be made as outlined in Chapter 5 of Reference 2-1.1.
5-2.6 Preliminary injector rack adjustment must be made as outlined in Chapter 5 of Reference 2-1.1.
5-3 RUN-IN Perform run-in as follows.
5-3.1 BASIC RUN-IN Perform a basic run-in as follows and record data and/or result (SAT/UNSAT) in TEST
DATA SHEET.
(1) Set the engine throttle at idle speed, check the lube oil pressure and check all connections to be sure there are no leaks.
(2) Also, refer to the Operating Conditions in Chapter 2 of Reference 2-1.1 which presents the engine operating characteristics. These characteristics will be a guide for tracing faulty operations or rack of power.
(3) After checking the engine performance at idle and being certain the engine and dynamometer are operating properly, increase the engine speed to 1,200 rpm and apply the load indicated on the BASIC RUN-IN SCHEDULE. The engine should be run at this speed (1,200 rpm) and load for 15 minutes to allow sufficient time for the coolant temperature to reach the normal operating range. Record length of time, speed, horsepower, coolant temperature and lube oil pressure in Section B of TEST DATA SHEET. Acceptance criteria are shown in Table 5-1.
Table 5-1: Acceptance Criteria
Parameter Acceptance Criteria
1,200 rpm
Coolant Temperature (deg. F) 160 (Minimum)
Lubricating oil pressure (psi) 18 (Minimum)
(4) Run the engine at each speed and rating for the length of time indicated in the BASIC RUN-IN SCHEDULE. Record all the required data in Section B of TEST DATA SHEET. Acceptance criteria are shown in Table 5-2.
Table 5-2: Acceptance Criteria

(5) BASIC RUN-IN INSPECTION Perform a basic run-in inspection as follows and check mark the TEST DATA SHEET upon completion of each step.
1. While the engine is undergoing the Basic Run-In, check each item indicated in Section C of TEST DATA SHEET. Check for oil at rocker mechanism, lube oil leaks, fuel oil leaks, water leaks, and check and tighten all external bolts.
2. Upon completion of the Basic Run-In and Inspection, remove the load from the dynamometer and reduce the engine speed gradually to idle and then stop the engine.
(6) INSPECTION AFTER BASIC RUN-IN Perform an inspection after the basic run-in as follows and check mark in Section D of TEST DATA SHEET upon completion of each step.
1. The primary purpose of this inspection is to provide a fine engine tune-up. First, tighten the cylinder head and rocker arm shaft bolts to the proper torque. Next, complete the applicable tune-up procedure. Refer to paragraph 5-3 of Reference 2-2.1.
5-3.2 FINAL RUN-IN Perform a final run-in as follows and record data and/or result (SAT/UNSAT) in TEST
DATA SHEET.
(1) If the engine has been shut down for one hour or longer, it will be necessary to have a warm-up period of 15 minutes at the same speed and load used for warm-up in the Basic Run-In. If piston rings, cylinder liners or bearings have been replaced as a result of findings in the Basic Run-In, the entire Basic Run-In must be repeated as though the Run-In and Test procedure were started anew.
(2) Start the Final Run-In and run the engine at a specified speed (1,700 rpm) with no-load.
(3) Run the engine at specified speed (1,700 rpm) and rating for the length of time indicated in the FINAL RUN-IN SCHEDULE. Record all the required data in Section E of TEST DATA SHEET and the value will be close to the design data specified in Table 5-3. During the Final Run-In, the engine should develop, within 5%, the maximum rated horsepower indicated for the speed at that it is operating.
Table 5-3: Ooeratina Parameter & Acceotance Criteria
Parameter Design Data (at 1800 rpm)
Air box press. (inches mercury) At zero exhaust back pressure 2.8
At max full load back pressure 5.3
Exhaust back pressure (inches mercury) 3.3
Crankcase pressure 2.5
Air inlet restriction (inches water) Clean air cleaner 13.4
Fuel press. at inlet manifold (psi) 45-70
Coolant Temperature (deg. F) 170-195
Lubricating oil temperature (deg. F) 200-225
Lubricating oil pressure (psi) 43-65
(4) After the prescribed time for Final Run-In has elapsed, the load should be removed from the dynamometer and the engine speed gradually reduced to idle and the engine stopped. The Final Run-In is complete.
JON:
T.P FILE NO.: 58111-1-100_25338A 38NBA58205 01 A01 Page 6 of
(5) INSPECTION AFTER FINAL RUN-IN Perform an inspection after the final run-in as follows and check mark in Section F of TEST DATA SHEET upon completion of each inspection item.
1. This inspection will provide final assurance that the engine and accessories required in the installation are in proper working order. During this inspection the engine should also be made ready for any brief delay in delivery or installation which may occur. This is accomplished by rust proofing the fuel system. A rust inhibitor should be introduced into the cooling system.
6. TEST PROCEDURE COMPLETION
6-1 Sign the test procedure coversheet to verify that the test is complete. DEi shall review and sign this test procedure for approval.
