About this opportunity

United States Air Forces in Europe – Air Forces Africa is preparing to solicit replacement and modernization of audio-visual and video teleconferencing equipment within Building 19's Primary Wing Operations Center, Crisis Action Team, and Emergency Operations Center at Spangdahlem Air Base, Germany, with a pre-solicitation site visit scheduled for August 12, 2026.

Work is performed on-site at Spangdahlem Air Base. The contractor must integrate five independent networks (NIPRNet, SIPRNet, ACBN, plus two additional networks for future expansion with minimum 40 percent unused port capacity) with support for seamless classified network integration on SIPRNet and BICES. Technical requirements include high-resolution, computer-generated geospatial display capabilities; a Common Operating Picture across all three facilities; any-to-any cross-room video routing between WOC and CAT; independent hardware CODECs for dedicated VTC on NIPR/SIPR/ACBN networks in each room; extended desktop capabilities across all five networks; and secure Bring Your Own Device integration allowing operators to connect government-issued laptops to room peripherals. Contractor must comply with DAFMAN 10-207, AFI 10-2501, NIAP Protection Profile v4.0 for secure KVMs and switching devices, AFMAN 17-13012 (EMSEC/TEMPEST), UFC 3-580-01, and TIA/EIA-568 standards. RED/BLACK physical separation for classified versus unclassified equipment per TEMPEST guidelines is required. Installation must be phased to minimize downtime to 24/7 operations and include daily site cleanup. Period of performance commences after certified completion of the concurrent Building 19 ISP fiber optic and copper cabling project. The contractor must provide a minimum one-year workmanship warranty and transfer all OEM warranties to the Government upon final acceptance. Nine CDRLs are required, including project management and installation plans, safety and health plans, configuration control management plans, quality control programs, rack elevation drawings, cable test reports, O&M training materials, as-built documentation, and workmanship and manufacturer performance warranties.
