About this opportunity

NASA's Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center managed by Caltech University, is conducting pre-solicitation market research for chemical and electric propulsion systems, with capability submissions due November 13, 2026. The Set Aside line reads "No Set-Aside Used," though the description seeks information from small businesses and small business joint ventures or teams led by small businesses. JPL has made no commitment to issue a Request for Information or Request for Proposal. The required capabilities span the design, development, integration, test, qualification, and flight-readiness lifecycle: propulsion system architecture and requirements, thruster and feed-system design, propulsion subsystem engineering, modeling and simulation, power processing and propellant systems, hardware fabrication and assembly support, environmental and performance testing, failure analysis, and verification. Experience with Hall thrusters, plasma diagnostics, vacuum facilities, and spacecraft-plume interaction testing is described as particularly relevant. Respondents download and complete the attached documents and email them to smallbusiness.programsoffice@jpl.nasa.gov with "Chemical and Electric Propulsion Systems Capabilities" in the subject line. JPL scheduled three live webinars for September 14, 15, and 17, 2026, with registration links under Attachments/Links on SAM.gov. The NAICS code is 336414, Guided Missile and Space Vehicle Manufacturing.

The Jet Propulsion Laboratory (JPL) is reviewing options to find Small Businesses and/or Small Business Joint Ventures or Teams led by a Small Businesses with experience performing the below scope tasks.

JPL is seeking information from qualified small businesses with demonstrated experience supporting spacecraft chemical and electric propulsion systems throughout the design, development, integration, test, qualification, and flight-readiness lifecycle. Relevant capabilities may include propulsion system architecture and requirements, thruster and feed-system design, propulsion subsystem engineering, modeling and simulation, power processing and propellant systems, hardware fabrication and assembly support, environmental and performance testing, failure analysis, and verification. Experience with electric propulsion technologies such as Hall thrusters, plasma diagnostics, vacuum facilities, and spacecraft–plume interaction testing is particularly relevant.

If interested in this opportunity, please download and complete the attachment documents and submit to the JPL Small Business Programs Office (SBPO) at smallbusiness.programsoffice@jpl.nasa.gov.

Also, JPL will host three webinars on the dates listed below to address questions live. Contract Technical Managers, the Subcontracts Manager, and representatives from the JPL Small Business Programs Office may be in attendance. Webinar registration links are  in the “Attachments/Links” section of the SAM.gov posting.
