About this file

This is a Sources Sought notice and market research questionnaire for spacecraft electrical power systems capabilities. The Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center managed by Caltech for NASA, is conducting pre-solicitation market research to identify qualified small businesses with experience in spacecraft electrical power systems throughout the design, development, analysis, integration, testing, and qualification lifecycle. The opportunity is designated for Small Businesses or Small Business Joint Ventures/Teams led by small businesses, with a NAICS code of 336414 (Guided Missile and Space Vehicle Manufacturing) and a size standard threshold of 1,300 employees.

The sources sought questionnaire requires respondents to identify capabilities across ten specific scope tasks: EPS architecture and requirements, power electronics and direct-drive system design, high-voltage solar array design and performance, energy storage and battery systems, power management and distribution, component selection and analysis, radiation and environmental analysis, EPS modeling and simulation, hardware integration and qualification testing, and spacecraft power interactions with electric propulsion systems. Interested small businesses must complete and submit the questionnaire with a minimum of three past performance examples to smallbusiness.programsoffice@jpl.nasa.gov with the subject line "Spacecraft Electrical Power Systems Capabilities." JPL will host three informational webinars on September 22-24, 2026, with technical managers and subcontracts personnel available to address questions. The notice explicitly disclaims any commitment from JPL to issue an RFI or RFP at this time.

Spacecraft Electrical Power Systems

Scope Description: The Jet Propulsion Laboratory (JPL) is reviewing options to find Small Businesses and/or Small Business Joint Ventures or Teams led by a Small Businesses with experience performing the below scope tasks.

JPL is seeking information from qualified small businesses with demonstrated experience supporting spacecraft electrical power systems throughout the design, development, analysis, integration, testing, and qualification lifecycle. Relevant capabilities include electrical power systems (EPS), solar arrays, batteries, power electronics and distribution, high-power and high-voltage systems, direct-drive architectures, energy storage, and power management and distribution. Experience with solar array performance and degradation and spacecraft power interactions with electric propulsion systems is particularly relevant.

JPL is a Federally Funded Research and Development Center (FFRDC) managed by Caltech University in support of the National Aeronautics and Space Administration (NASA).

Minimum Qualifications: Experience and capabilities in all of the tasks listed below.

NAICS Code: 336414 – Guided Missile and Space Vehicle Manufacturing SBA Size Standard: 1,300 employees
