About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office is soliciting proposals for the Space Weather Observations - Mission Operations Services (SWO-MOS) contract, a single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide a multi-mission operations service architecture supporting Space Weather Next (SW Next) space weather environmental observations. The solicitation encompasses two primary task order approaches: TO-01 Enterprise Integration (Cost Plus Fixed Fee) and TO-03 Government-as-a-Service Solution (Firm-Fixed-Price), requiring contractors to demonstrate capabilities across systems engineering, software development, satellite operations, and mission assurance functions. Offerors must submit proposals by October 16, 2025, at 1:00 PM Eastern Time, following three amendments that extended the original September 18, 2025 deadline. Questions concerning the solicitation must be submitted in writing to Contract Specialist Recarlo Applewhite at Recarlo.Applewhite@noaa.gov with copies to Procurement Contracting Officer Maryann Orellana at Maryann.Orellana@noaa.gov. The procurement includes access to a Bidder's Library containing both uncontrolled and Controlled Unclassified Information (CUI) documentation that forms the basis for the SWO-MOS requirements.

This procurement operates without any set-aside designation and is classified under NAICS code 541512 (Computer Systems Design Services) with a small business size standard of $34.0 million. The contract has a total estimated value between $100,000 minimum and $395,800,000 maximum over a potential ten-year period of performance, consisting of a five-year base period from April 13, 2026, through April 12, 2031, and a five-year option period extending through April 12, 2036. NOAA has established a small business utilization goal of 20% of total contract dollars and requires comprehensive labor resources across 18+ categories ranging from administrative support to senior systems architects and engineers. The primary place of performance is Greenbelt, Maryland 20771, with task orders potentially utilizing various contract types including firm-fixed-price, cost-reimbursement, cost-plus-fixed-fee, and time-and-materials arrangements. Individual supplies and service requirements under the contract will be further defined at the task order level, supporting multiple space weather observation missions including the SOLAR-A spacecraft and associated ground system operations.
