About this file
This document is Amendment 0003 to the Space Weather Observations - Mission Operations Services (SWO-MOS) Request for Proposal (RFP), which provides a comprehensive set of questions and answers related to the solicitation. The amendment extends the proposal submission deadline to October 16, 2025 at 1:00 PM ET and addresses multiple technical and administrative queries from potential offerors. Key clarifications include: OS/COMET software is only required for Task Order 1, cloud resources will not be provided as Government Furnished Property (GFP), and access to certain GOES/SWFO system documentation has been added to the Bidders Library.
The solicitation is for a single-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract issued by the National Oceanic and Atmospheric Administration (NOAA) to provide a multi-mission operations service architecture supporting Space Weather Next (SW Next) space weather environmental observations. The amendment updates cost proposal instructions, labor category descriptions, and provides additional context around software integration, maintenance activities, and potential future ground antenna resource expansions. Offerors are required to propose labor rates for all categories, with ceiling rates established for the basic IDIQ contract and specific task orders.

Amendment 0003 Q&A SWO-MOS Request for Proposal Question and Comment Template
| No. | Document | Section(s) | PDF Pg. | Paragraph | Question / Comment | Government Response | |
| 74 | The Government has granted an extension of an additional 7 days to the proposal submission deadline. Offerors are instructed that the revised proposal deadline is October 16, 2025 at 1:00PM ET. This was revised in Amendment 0003 but also in the RFP at Sections L.1. and L.2. | ||||||
| 75 | SWO-MOS-LIST-0004_ | ||||||
| GFP-GFI_02-27-2025 | 3 | 10 | We recommend that NOAA consider providing the OS/COMET license and product support to the awardee as GFI. This is necessary as it is not readily available as a commercial item, as evidenced by an unproductive Internet product search and the failure to find it listed on searchable GWAC vehicles. Providing the product and support as GFI would facilitate a full and open competition and avoid any perception of a conflict of interest in the event that the OEM supplier chooses to submit an offer for the mission-unique development. | OS/COMET will not be provided as GFP. | |||
| 76 | SWO-MOS-LIST-0004_ | ||||||
| GFP-GFI_02-27-2025 | 3 | 10 | The table of Government Furnished Property lists "Developed software in use on the SWFO-L1 C2 system to meet current mission requirements." The GOES-R operations SW should also be provided as GFP. | Access to the on-site GOES/SWFO C2 System was added to the GFP/GFI List (Amendment 0002 - Attachment J.10 GFP and GFI List.pdf) | |||
| 77 | SWO-MOS-LIST-0004_ | ||||||
| GFP-GFI_02-27-2025 | 3 | 10 | Will NOAA GFE cloud services costs, including cloud provider support agreements, be provided as GFE to support SWO-MOS cloud-based solutions? | The Government does not plan to provide cloud resources as GFP. | |||
| 78 | SWO-MOS-LIST-0004_ | ||||||
| GFP-GFI_02-27-2025 | 3 | 10 | Does the government plan to provide cloud resources as GFE? | The Government does not plan to provide cloud resources as GFP. | |||
| 79 | RFP 1332KP24R0034.pdf | L Cost Proposal | 148 | Cost/Price Narrative - e.Materials. | The TO-1 PWS, section 1.2, states "...the contractor may leverage and expand upon...SWFO-L1 C2". |
However, the RFP states in section L Cost Proposal, "The Government requires the use of OS/COMET® to fulfill the requirements of this solicitation."
| Is OS/COMET a requirement for the T&C solution for TO1, TO3, or both? | OS/COMET is only a requirement for TO-1. | ||||||
| 80 | Attachment_J.6_TO-01_PWS.pdf | 3.4 | 6 | 2 | TO-1 PWS states “The contractor shall prepare an initial factory SWO-MOS baseline to include, at a minimum, standalone implementation of the SWFO-L1 Command and Control System COTS, GOTS, and GFP software designated for full or partial re-use at the MUCR.” Will the Government provide a list of all software that’s included in the COTS, GOTS and GFP software list identified for the SWO-MOS factory to allow Bidder’s to accurately estimate this effort? | See the SWFO Maintenance, Logistics, and Sparing Plan (TO-08 SWFO_7066754_C2_Maint_Logistics_Sparing_Plan_RevA.pptx), GOES GS Maintenance Plan (TO-08_GS_Maintenance_Plan_7034342_RevD.pdf) and the factory hardware sparing spreadsheet (TO-13_CGS_7034344_Logistics_Supt_Sparing_Plan_Attach_1_RevV.xlsx), GOES Logistics Support and Sparing Plan (TO-13_CGS_7034344_Logistics_Supt_Sparing_Plan_RevV). OSL1 represents the sustainment vendor's facility (factory) environment. |
See also the GEO Ground Sustainment Services (GGSS) Logistics Support and Sparing Plan (LS-01) Attachment 1, tab 6 that lists items at the sustainment vendor's factory. These have been added to the Bidders Library.
81 LS-01 Logistics Support and Sparing Plan - DCN 7073077 1.3 2 Please provide the SWFO L1 C2 "Attachment 2 Comprehensive listing of Off-the-Shelf (OTS) License and Support Level Agreements" to support pricing associated with modifications to the SWFO-L1 Ground System. The following items are added to the Bidders Library: GGSS CDRL LS-01 Logistics Support & Sparing Plan, with Attachments 1 & 2.
• LS-01 Attachment 1, spreadsheet tabs 5 &6 contain merged information on GOES and SWFO ground system spares at site and development factory. The Status column contains references where specific to SWFO.
• LS-01 Attachment 2 contains comprehensive information of all GOES/SWFO SLAs with third-party vendors for hardware and software, including complete information on contract numbers, contact information, service levels and expiration dates.
82 RFP 1332KP24R0034.pdf Materials 148 L.(5).(III).(2).e.1 There appears to be something missing after the word "SWO", perhaps "Base PWS". If so, the placeholder reference to "Attachment xx", would be "Attachment J.1". Is this correct? CAR 1352.215-70 Proposal preparation. (APR 2010) has also been updated to include the following language at
(5) VOLUME V - COST PROPOSAL, (iii)(2)(e) Materials:
"1. Offerors shall propose the material costs required to meet the requirements described for each representative task order. The Bill of Materials costs shall be traceable to Technical Volume Attachment 1."
"2. The Government requires the use of OS/COMET® to fulfill the requirements of Task Order 1."
| 83 | Attachment J.2 | Mission Operations Services Requirements Document (MOSRD) | MOSRD-203 | The MOSRD does not mention Antenna Services Scheduling and Monitoring functionality. The GFP list does not list an Antenna Services simulator. Will the Government provide a GFP Antenna Services Simulator that supports Antenna Services Scheduling and Monitoring capability for SWO-MOS factory and site integration and testing? | MOSRD-27 requires the ability for MOS to connect to an Antenna Services test environment, to enable early testing such as service requests and responses. A government site SAN test interface is not yet developed, but is planned, and would be similar to the SAN management interface described in SWFO documentation. Note also that the SAN management function is to be updated for multi-mission operations, schedule to be determined. | |
| 84 | Attachment J.6 TO-1 | 3.8 Maintain and Sustain | 8 | Does maintenance in this passage include all activities at Government sites where the Solution is deployed to ensure continued operation of the Solution, including ensuring security posture and controls (per the maintenance definition in Base PWS)? | The term "maintenance" as defined in the Base PWS applies to all work under the IDIQ contract. | |
| 85 | Attachment J.6 TO-01 PWS and Attachment J.7 TO-03 PWS | TO-01: 4.2 Capability Deliveries |
TO-03: 3.4 Design and Development 10 Table 2 in TO-01
| Table 6 in TO-03 | If award is April 13, 2026, does the SWGS CDR date of 9/30/2026 and the SOL-A CDR date of 10/30/2026 align with the SWO-MOS Solution design reviews (e.g., DMR) that are roughly 6 months after award? | The dates in each table are estimated or based on information available at the time of original RFP release. Support for a Government CDR is a different activity than conducting a Contractor-led review, and the dates may vary independently. | |||||
| 86 | Attachment J.7 TO-03 PWS | 3.8 Maintenance and Sustainment | 16 | Can the Government provide an estimate for the number of additional resources the Contractor should expect to integrate/interface as part of ongoing sustainment activities? | The additional "ground antenna resources" cited in 3.8 in the timeframe of the representative task order may include international and U.S. Partner antenna ground stations that become certified to support SOLAR telemetry, tracking, & command (TT&C) and new commercial antenna service providers to provide global coverage. While not a TT&C resource specifically, in the future there is also the potential for a consolidated NESDIS antenna management system/interface that would take over SAN management interface functions. | ||
| 87 | RFP 1332KP24R0034.pdf | Materials | 150-151 | CAR 1352.215-70 (5)(iii)(A)(2)(d) | Since OS/COMET has been removed from the Total Evaluated Price, we’d like to kindly request that it also be excluded from the small business participation goal calculation. | This has been considered, however, the Government will not allow the exclusion of the OS/COMET dollars from the goal calculation of small business participation. | |
| 88 | Attachment J.18 Basic IDIQ and Task Order Cost and Pricing Sheet Template | The J-18 ‘Summary’ tab pulls in the cost, fee and price for Contract Year 5 related to Task Order 1 twice, once from the tab, ‘TO-01’ and another instance from the tab ‘TO-01 M&S CY5 Only.’ This appears to correctly not be the case for Contract Year 6, as that is only pulled from the tab, ‘TO-01 M&S OY1 (CY6) Only.’ Will the government instruct offerors to remove CY 5 from Rows 7-10 of the ‘Summary’ tab to ensure this value is only accounted for once in cell Q31? | The J-18 Summary tab has been updated. The "Summary" tab's calculation for TO-01 Total included CY6 in the calculation twice. This error has now been corrected. CY6 has been removed from tab "TO-01" (which was pulling into the "Summary" tab) and is now only pulling into the "Summary" tab from tab "TO-01 M&S OY1 (CY6) Only". Please refer to the updated Cost Summary Sheets Table of Contents Tab for an explanation of the CLIN Structure and Task Order Tabs. | ||||
| 89 | Attachment J.18 Basic IDIQ and Task Order Cost and Pricing Sheet Template | Attachment J.18 has been renamed from "Task Order Cost and Pricing Sheet Template" to "Basic IDIQ and Task Order Cost and Pricing Sheet Template". |
Attachment J.18 has been revised to reflect the need for the following:
• Removed tab for "Labor Rates"
• New tab for "IDIQ Ceiling Rates" to establish the maximum/ceiling labor rates for the basic IDIQ contract
• New tab for "TO-01 Labor Rates" to propose labor rates to be used on TO-01
• New tab for "TO-03 Labor Rates" to propose labor rates to be used on TO-03
90 Attachment J.11 Labor Category Descriptions
Attachment J.18 Basic IDIQ and Task Order Cost and Pricing Sheet Template From Amendment 0002, Please note that Attachments J.11 and J.18 have been updated to reflect more accurate years of experience for the respective labor categories listed in those attachments.
CAR 1352.215-70 Proposal preparation. (APR 2010) has also been updated to include the following language at
(5) VOLUME V - COST PROPOSAL, (iii)(A)(1) Basic IDIQ and Task Order Pricing Sheets:
The Offeror should base the rates on the most highly qualified employee or class of employees within a category. These ceiling rates are applicable to work taking place in locations within and outside the continental United States.
The labor categories are provided at Attachment J-11. Offerors shall provide labor rates for all labor category levels under each category. Entering “$0” rates will be considered a failure to provide a rate for that labor category.
Some task orders may require services that do not correspond to the labor categories included in SWO-MOS. Accordingly, if permitted by the task order solicitation, the contractor may propose appropriate labor categories and labor rates necessary to meet the requirements of the solicitation despite them not being included in Basic IDIQ as awarded. Price reasonableness for newly established labor categories must be established by the CO as part of the evaluation. Accompanying narrative should support rationale for additional LCATs.
CAR 1352.215-70 Proposal preparation. (APR 2010) has also been updated to include the following language at
(5) VOLUME V - COST PROPOSAL, (iii)(A)(2)(9) Supporting Information About Rates:
This part shall include Information on how the rates in Attachment J.18 were developed and the rationale for why the Offeror considers them to be reasonable. Offerors shall describe comprehensively and in detail how the rates were developed. In explaining why the proposed rates are reasonable, Offerors shall refer to any comparable rates from existing contracts with federal Government organizations and may also reference relevant rate agreements with, or recommendations by, federal Government organizations, Bureau of Labor Statistics Standard Occupational Classification pay information, wage escalation forecasts by reputable forecasting organizations, and any other information that the Offeror considers relevant. To show that proposed rates are comparable to rates from existing contracts or rate agreements, Offerors shall identify and provide the approved specific contract/agreement, labor category(s), labor rate(s), and explain how they are equivalent or justify the proposed rate.
In determining what information to submit in support of the reasonableness of the proposed rates, the Offeror should bear in mind that the Government may choose to award without discussions, so the information submitted with the original proposal may represent the totality of the information that the Government will consider in making its reasonableness determination. If the Offeror provides rates that the government cannot locate or reproduce based on the information provided, it is possible that those rates may not be deemed reasonable. Additionally, if the information provided documents a certain rate, but a higher rate has been proposed, it is possible that the higher rate(s) may not be deemed reasonable. For example, citing a GSA rate for the same year, but escalating the proposed rate beyond the cited rate, may render the proposed rate unreasonable since it is then no longer supported by the existing rate that was found fair and reasonable on another contract.
Offerors are required to propose rates for all labor categories. Offerors whose price proposals fail to include rates for all labor categories may be deemed non-compliant in accordance with section M.
