About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWC-AD) has issued a Special Notice of Intent to award a sole source Firm Fixed Price contract to System Planning and Analysis Inc. (SPA) for continuation of the Inventory Decision Support Process (IDSP) refinement. This contract supports F-16 inventory management under the Specialized and Proven Aircraft Program office (PMA-226). The solicitation will be designated as RFP Number N0042125R0054 and will be issued under Federal Acquisition Regulation Parts 6 and 15. The IDSP system is proprietary technology developed at SPA's expense, which forms the basis for the sole source justification. This notice explicitly states it is not a request for competitive quotes, though the government retains discretion to determine whether to compete the contract based on responses received.

The primary purpose of this notice is to inform the contractor community of the government's intent to proceed with a sole source award while providing an opportunity for other contractors to demonstrate their capabilities. All responses must be submitted by 2:00 PM EST on August 15, 2025, to the designated contracting officer via email. Contractors must be registered in the System for Award Management (SAM) Database prior to submitting any offers and must also register for Wide Area Workflow (WAWF) for invoicing and payment processing with NET 30 payment terms. Respondents are required to provide comprehensive company information including CAGE Code, DUNS number, pricing methodology, delivery estimates, and details about their pricing structure or published price lists. The government will not provide compensation for any information received and maintains sole discretion over whether to conduct a competitive procurement based on the responses to this notice.
