About this opportunity

The Naval Air Systems Command (NAVAIR), PMA-226 Specialized and Proven Aircraft, has awarded a sole source contract N0042125D0205 to Systems Planning and Analysis, Inc. (SPA) for $3,446,198 to provide Inventory Decision Support Process (IDSP) services for the U.S. Navy's F-16 fleet. The five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract, awarded on September 11, 2025, will deliver computational analytics and specialized methodologies to support lifecycle management, readiness improvements, maintenance planning, and strategic decision-making for F-16 aircraft inventories. The contract encompasses both Firm-Fixed-Price and cost-reimbursement components, enabling near-, mid-, and long-range inventory availability planning, structural repair planning, service-life extension planning, and airframe configuration modification program planning. SPA received the sole source award based on their proprietary ownership of the VeracityCast analytic engine and IDSP software copyrights and trade secrets, which the government determined could not be replicated by alternative sources without significant redevelopment costs and potential four-year delays.
