About this opportunity

The Defense Logistics Agency (DLA) Strategic Materials Directorate has issued a Request for Information (RFI) seeking vendor capability data for the potential acquisition of 1.5 million yards of silica fabric intended for addition to the National Defense Stockpile. This Special Notice, posted on March 27, 2026, is explicitly for planning and information-gathering purposes only and does not constitute a binding commitment or obligation to purchase. The RFI emphasizes that responses are voluntary, will not be returned to vendors, and should not be expected to receive feedback. All costs associated with preparing and submitting responses are the sole responsibility of interested parties, and the government reserves the right to determine whether and how to proceed based on the information collected.

Interested vendors must submit a capability statement not exceeding 20 pages in Microsoft Word or PDF format (single-sided, 12-point font) by April 10, 2026 at 5:00 PM EST to Alicia Barrowman and Felicia London at their respective DLA email addresses, with "RFI - Silica" clearly noted in the subject line. The capability statement should address company general data, material specifications and testing capabilities, supply chain and production capacity information, delivery timelines and logistics, long-term storage conditions for periods exceeding 25 years, market pricing trends, and regulatory compliance details. There are no specific eligibility restrictions stated, though vendors should possess relevant experience in silica fabric production and be registered in the System for Award Management (SAM). The information gathered through this RFI will inform DLA's acquisition strategy and may lead to a future Request for Quote if the government determines that proceeding with the acquisition is appropriate.
