About this opportunity
The Defense Logistics Agency seeks S&P Global Energy Nonferrous Metals subscription products comprising web-based access to Non-Ferrous Metals Market Data and Non-Ferrous Metals Market Insights (up to 15 users each), with proposals due October 26. This is a sole-source procurement under 10 U.S.C. 3204(a)(1); the justification establishes that S&P Global Inc. is the only responsible source capable of meeting requirements, as its data is proprietary and developed through certified price discovery methods, direct industry contacts, and proprietary modeling techniques that no other market intelligence provider can replicate at the required technical resolution.
Place of performance is Fort Belvoir, Virginia. The contractor must establish a direct contract with S&P Global Inc. and provide seamless 24/7 web-based access requiring only internet connectivity, with no additional software or hardware required on Government computers. All technical support to establish and maintain connections is included. The contractor performs work at its own facility. The contract structure consists of a base year (November 1, 2026 through October 31, 2027) with two optional one-year renewal periods, structured across six CLINs covering both subscriptions in each performance year. The estimated total contract value across all three years is redacted. Invoicing follows DFARS 252.232-7003 and 252.232-7006 pursuant to DoW Class Deviation 2026-O0022. Persistent connectivity issues reported by the Quality Assurance Specialist must be addressed within 30 days. The NAICS code is 513120, Periodical Publishers. Evaluation is based on technical acceptability and price, with the Contracting Officer determining fair and reasonable pricing using FAR 15.404-1(b)(2) methods. Offerors must submit a technical approach coordinated with DLA Strategic Materials and a detailed price proposal. Submit electronic offers to Stacy Clark at Stacy.Clark@dla.mil; offers must remain valid for at least 60 days.
