About this file
Summary
This is a Justification for Other than Full and Open Competition (JOFOC) issued by the Defense Logistics Agency (DLA) Contracting Services Office – Columbus Division 3 for the procurement of S&P Global Inc. subscription products under solicitation SP8000-27-Q-0002. DLA Strategic Materials seeks to award a firm-fixed-price contract for online web-based subscriptions to non-ferrous metals market data and insights products, specifically Subscription 1 (Non-Ferrous Metals – Market Data, up to 15 users) and Subscription 2 (Non-Ferrous Metals – Market Insights, up to 15 users). The contract will be awarded for one base year with two additional one-year options. The estimated total contract value across all three years is redacted in the document, with Year 1 (base year), Year 2 (option year 1), and Year 3 (option year 2) values individually redacted.
The justification establishes that S&P Global Inc. is the sole responsible source capable of meeting DLA Strategic Materials' requirements under 10 U.S.C. 3204(a)(1), as the vendor's data is proprietary, uniquely developed through direct industry contacts, certified price discovery methods, analyst research, and proprietary modeling techniques. No other market intelligence provider can replicate these combined datasets at the technical resolution necessary for DLA Strategic Materials to fulfill its mission regarding critical and strategic materials essential to the Department of War and the U.S. economy. The solicitation will be conducted as a commercial item under FAR Part 12 procedures with a combined synopsis and solicitation posted on SAM.gov for approximately one week to allow potential offerors reasonable opportunity to respond. Market research indicates S&P Global Inc. is the only capable source, and the Contracting Officer will determine pricing as fair and reasonable through comparison with an independent government cost estimate or other FAR 15.404-1(b) methods.
