About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking DNA genotyping services to generate high-resolution Genetic Stock Identification (GSI) data for Atlantic green and loggerhead turtle samples at the Southwest Fisheries Science Center's Marine Mammal and Turtle Division. The contractor must demonstrate expertise in Sanger sequencing techniques, microsatellite multi-locus genotyping, quality assessment of sequencing data, and Genemapper workflow system operation, with knowledge of appropriate mitogenomic and microsatellite markers for Atlantic sea turtle genetic stock identification. Qualified vendors must submit a capabilities statement by April 8, 2026, at 1:00 PM Eastern Time that includes technical data, cost information, and convincing evidence of capability to meet the requirement, as this is a sole source procurement and no formal solicitation documents will be issued. The government will evaluate all capabilities statements received by the deadline to determine whether to proceed with sole source procurement with the University of Georgia or conduct a competitive procurement; a determination not to compete is solely within the government's discretion. Interested parties should note that questions or requests for additional information alone will not constitute an affirmative response to this notice.
This procurement involves no set-aside designation and is intended as a sole source award to the University of Georgia, located in Athens, Georgia, which has uniquely developed and optimized customized assays for the fine geographic scale genetic distinction required for this project. The contract is structured as a firm fixed price purchase order with a one-year base period (2026-2027) and four option years extending through 2030-2031, for a total performance period of 2026-2031. The scope of work encompasses processing approximately 740 sea turtle samples, including DNA extraction and quality control, sequencing of mitochondrial DNA control region fragments, genotyping of loggerhead samples using a custom 16-loci microsatellite array, and genotyping of green turtle samples using a custom 13-loci microsatellite array. All contractor employees must complete mandatory NOAA Sexual Assault and Sexual Harassment training within 30 days after award, and performance will be conducted at the contractor's off-site laboratory location with raw data access maintained by the contractor. The NAICS code associated with this procurement is 541380 (Testing Laboratories and Services), with the PSC category classified as B516 (Special Studies/Analysis-Animal/Fisheries).

PRESOLICITATION NOTICE
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to the University of Georgia for the purchase of DNA Genotyping services to produce high-resolution Genetic Stock Identification (GSI) of Atlantic green and loggerhead turtles. This contract is expected to have a period of performance of one (1) base year and four (4) option years, with a total period of performance of 2026 - 2031. The purpose of this service is to generate data for a backlog of samples at NOAA’s Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division (MMTD) in order to achieve current science and management objectives identified under the NMFS protected species Sock Assessment Improvement Plan (SAIP). No set aside is to be used for this sole source requirement. The associated NAICS code is 541380.
This presolicitation notice is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
