About this file
This is a Single Source Determination document for simplified acquisition procedures justifying a non-competitive contract award below the simplified acquisition threshold.
The Department of Commerce, through NOAA's Acquisition and Grants Office, is procuring genotyping sequencing services for the Southwest Fisheries Science Center's Marine Mammal and Turtle Division. The contractor will generate mtDNA and nDNA data for Atlantic green and loggerhead turtle samples using customized marker arrays to support genetic stock identification analysis, population assessments, and critical habitat connectivity studies under the NMFS Biological Opinions and Stock Assessment Improvement Plan. The contract is structured as a Firm Fixed Price award with a base year from 2026-2027 and four option years extending through 2030-2031. The sole source identified is the University of Georgia, located at 180 E Green Street, Athens, Georgia 30602-2152.
The justification for single source selection emphasizes that the University of Georgia is uniquely positioned as the only laboratory that has developed and optimized targeted customized assays capable of distinguishing genetic stocks at the fine geographic scale required for the project. The market research documented in the contract file confirms that while commercial sequencing and genotyping services exist, they are primarily designed for human, biomedical, and agricultural applications. No other vendors were identified as capable of performing the specific research-driven genotyping tasks needed for endangered sea turtle population analysis. The document includes certifications from the Program Leader and Deputy Science and Research Director confirming the requirement represents minimum government needs, along with the Contracting Officer's final determination that only one source is reasonably available.

Text version
Atlantic loggerhead and green turtle populations to the fine geographic scale that we need for our analysis. They have an extensive R&D based knowledge and have optimized the multiplex PCR protocols that assure that the data produced will be compatible with published, ongoing and future baseline datasets that will allow us to conduct informative downstream genetic stock analysis. There is an immediate need to generate data for a backlog of samples at SWFSC using informative mtDNA and nDNA markers to allow Genetic Stock Identification (GSI) in order to achieve current scientific and management objectives identified under the NMFS protected species Sock Assessment Improvement Plan (SAIP). The newly proposed Critical Habitat for green turtles in waters surrounding these US territories (88 FR 46572) elevates the need to improve the genetic nesting population baseline dataset to improve capacity to determine connectivity with critical habitat at the Distinct Population Segment (DPS) scale.
5. Market Research.
Commercial sequencing and genotyping has primarily been developed to meet the human, biomedical and agricultural needs. For endangered species, it remains a research-driven process, primarily conducted through genomics centers at universities. While there are companies that provide genotyping services, and mtDNA sequencing, the University of Georgia is the only laboratory to have developed targeted assays that have been optimized and are currently routinely in high throughput production. After thorough market research, no other vendors are capable of performing the specific tasks needed for our project. Market research report is maintained in the contract file.
