About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 has issued a Special Notice for a hotel/motel lodging and transportation contract serving veterans in San Antonio and Houston, Texas. The solicitation (36C25725Q0402) is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract seeks to provide lodging and transportation services for veterans, with an estimated monthly room utilization of 3-7 rooms per day. The contract term is five years, with a requirement to have 10 total units operational by May 25, 2025, including designated handicap-accessible rooms in both locations. The amendment provides detailed responses to 26 vendor questions regarding the solicitation's specifications and requirements.
Contractors must meet comprehensive lodging and transportation requirements, including providing extended hotel rooms with fully equipped kitchenettes featuring specific amenities like refrigerators, microwaves, stovetops, and cooking utensils. Eligibility requires active registration in SAM.gov and compliance with VA subcontracting limitations for SDVOSB firms. Key contract specifications include transportation services, potential room release at 7:00 PM, and adherence to specific kitchen and accessibility standards. Vendors must carefully review the Statement of Work for detailed requirements, including kitchen amenity specifications and transportation expectations. The government retains sole discretion for contract termination under Federal Acquisition Regulation (FAR) clauses 52.249-2 and 52.249-8. Proposals must demonstrate the ability to meet all operational requirements by the May 25, 2025 deadline, with a focus on providing comprehensive lodging and transportation services for veterans in the specified Texas locations.

1. On average, how many rooms have been utilized per month in the past? ESTIMATED-from 3 – 7 per day, per month.
2. What is the typical length of stay for guests? There's no official number of days. It all depends on the necessities.
3. While we can provide transportation, we do not have an accessible van. Will this impact the viability of our offer?
Please refer to the Statement of Work (SOW) in the solicitation
4. Can transportation operate on a set schedule, or is it required to be available on demand? Yes. Please refer to the SOW
