About this opportunity

The Federal Bureau of Prisons South Central Regional Office is soliciting quotations for the procurement of 358 Scott Safety SCBA (Self-Contained Breathing Apparatus) cylinders, Part Number SCOTT-804723-01, manufactured by 3M Scott Fire and Safety. This is a brand-name, non-competitive procurement justified by the need to maintain full system compatibility, certification integrity, and operational readiness with existing SCBA respiratory protection systems currently in use across the region. The cylinders must be fully interchangeable with existing equipment without modification, requalification, or compromise of NFPA/NIOSH certification standards, and no substitutions will be accepted unless explicitly determined technically acceptable by the government. Award will be made on a firm-fixed price basis to the responsible contractor whose quotation is most advantageous to the government, considering price-related factors, past performance, and technical capability. Quotations are due May 1, 2026, at 9:00 a.m. CST via email to arriaga@bop.gov, and late submissions will not be accepted.

This is a Total Small Business Set-Aside procurement under NAICS code 333912 with a 1,000-employee size standard, and no incumbent contractor is identified as the solicitation is open to all authorized distributors of 3M Scott Fire & Safety equipment. The cylinders will be delivered to eight Federal Bureau of Prisons facilities across Texas, Oklahoma, and Tennessee: FCC Beaumont (90 units), FPC Bryan (24 units), FMC Carswell (30 units), FCI El Reno (60 units), FMC Fort Worth (44 units), FDC Houston (32 units), FTC Oklahoma (36 units), and FCI Memphis (42 units). Delivery must be completed within 90 days after receipt of order to the primary payment location at 344 Marine Forces Drive, Grand Prairie, TX 75051. The specific award value is not disclosed in the solicitation materials, though it will be determined by the unit pricing quoted for the 358-cylinder requirement. Payment will be made by the Federal Bureau of Prisons South Central Regional Office upon successful delivery and acceptance of the cylinders.
