About this opportunity
The Defense Logistics Agency seeks removal, transportation, and disposal of Resource Conservation and Recovery Act hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, polychlorinated biphenyls, and per- and polyfluoroalkyl substances at military installations in South Carolina or within a 50-mile radius of designated pickup locations, with proposals due October 5 at 12:00 p.m. Eastern Time. This is a 100% Small Business Set-Aside under NAICS 562211 with a $47 million size standard, foreclosing non-small-business competitors. Amendment 4 extended the deadline from September 28.
Place of performance is Charleston, South Carolina, with service across 47 designated military pickup locations statewide including Fort Jackson, Shaw Air Force Base, Joint Base Charleston, Marine Corps Air Station Beaufort, and Coast Guard installations. The contract is an indefinite-delivery/indefinite-quantity, firm-fixed-price vehicle with a 30-month base period from March 2027 to September 2029 and one 30-month option period. Contractor personnel require Common Access Card credentials for Defense Logistics Agency Disposition Services site access. Standard removal timelines are 15 business days for containerized wastes and 7 business days for bulk waste. Pricing is structured by container size for containerized wastes or by gallons, pounds, and cubic yards for bulk wastes, invoiced through contract line-item numbers. All work must comply with local, state, and federal environmental regulations including Department of Transportation labeling and placarding requirements. Service Contract Act wage determination WD# 1996-0223 (Revision 69, effective May 13, 2026) applies, establishing minimum hourly wages for Heavy Equipment Operator, Laborer, Environmental Technician, Truckdriver classifications, and mandatory health-and-welfare benefits of $5.55 per hour plus two weeks paid vacation, eleven paid holidays, and uniform allowance reimbursement at $3.35 per week.
Evaluation weighs past performance significantly more important than price, using recency within the last two years, relevance in scope and complexity, and quality of performance. Offerors without identifiable past performance records receive a neutral rather than unfavorable assessment. The government reserves efficiency-in-competition authority to forego evaluation of higher-priced proposals if a lower-priced proposal already holds the highest past performance rating. Proposals must include two severable volumes: Volume I with certifications, price schedule, and contractor representative information, and Volume II with past performance references for up to three contracts performed within the last two years as prime or subcontractor. All submissions are electronic via email with subject line "OFFER SP450026R0014, COMPANY NAME, DUE October 5, 2026 by 12:00 PM EST." Past performance questionnaires must be submitted independently by references directly to the contracting officer by the proposal deadline; questionnaires received afterward or submitted by the offeror are not considered. Prices must be firm for 90 calendar days from offer receipt. Contracting Officer is Curtis Mitchell (910-916-4222); alternate contact is Travis Baughman (910-748-5623).
