About this opportunity
The Naval Facilities Engineering Systems Command (NAVFAC) Marianas is conducting a Sources Sought market research effort to identify commercially available water treatment systems using Surface Activated Foam Fractionation (SAFF) capable of removing Per- and polyfluoroalkyl substances (PFAS) from drinking water to EPA limits. The agency seeks systems compatible with SAFF technology manufactured by EPOC Enviro and distributed by Allonnia, LLC, specifically for potential use at Naval Base Guam's Potable Water system. Interested vendors must submit responses by February 21, 2025, at 4:30 p.m. Chamorro Standard Time, using Attachment 1 (Company Information) and Attachment 2 (Technical Information) via email to specified Navy contacts. Evaluation will focus on technical compatibility, previous PFAS removal performance, and system specifications. This is strictly a market research initiative, and no proposals are being solicited at this time. The government emphasizes that no reimbursement will be provided for information submission, and respondents will not receive notification of research outcomes.
The Sources Sought notice indicates no specific set-aside designation for this potential procurement. While no specific award value or budget range is currently disclosed, the research aims to assess potential water treatment system providers for future acquisition decisions. Vendors must provide detailed technical information, including model numbers, product descriptions, manufacturer data sheets, and documentation of 1-3 previously installed non-EPOC Enviro systems that have successfully removed PFAS from drinking water. The technical documentation is limited to two pages for system specifications and three pages for previous project references. Respondents are required to be registered in the System for Award Management (SAM) and provide their CAGE/NCAGE codes. All proprietary information submitted will be protected from external release, and no additional communication or debriefing will occur following the market research process.
