About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking potential contractors to provide Contract Emergency Residential Services (CERS) for homeless veterans in Little Rock, Arkansas through a Sources Sought notice. The primary objective is to establish a 10-bed residential facility specifically for veterans who must register as sex offenders (Levels I and II risk), with comprehensive support services including room and board, meals, transportation, medication monitoring, and therapeutic support. The facility must be located within a 10-mile radius of Central Arkansas Veterans Healthcare System (CAVHS), comply with state and federal licensing requirements, and maintain 24/7 staffing with specialized personnel like a full-time supervisor/clinical director and a Licensed Clinical Social Worker. Interested contractors are required to submit a 15-page response by April 24, 2025, at 12:30 PM CST to albert.kelly@va.gov, addressing company background, capabilities, business size, experience with homeless veteran services, and facility availability. The evaluation will focus on the contractor's ability to meet detailed service and operational requirements outlined in the notice.

The contract will be an Indefinite Delivery Contract (IDC) with a performance period from July 1, 2025, through June 30, 2026, featuring five 1-year ordering periods. The procurement uses NAICS code 624229 with a $19 million size standard, and Service Contract Labor Standards will apply to the contract. There is no specific set-aside designation for this opportunity, indicating it is open to all qualified contractors. While this is a market research effort and does not guarantee a future contract award, it represents a significant opportunity in the community housing services sector. The VA intends to gather comprehensive information about potential contractors' capabilities to provide specialized residential services for a vulnerable veteran population, with the ultimate goal of supporting homeless veterans transitioning to stable living arrangements.
