About this opportunity

The US Army Contracting Command Aberdeen Proving Ground is conducting a market survey to identify potential vendors capable of inspecting, testing, procuring, and repairing the AN/ASN-128D and AN/ASN-128D Suite E Doppler Global Positioning System GPS Navigation Set (DGNS) used in Blackhawk (UH-60) and Chinook (CH-47) aircraft. The Army seeks sources for seven specific part numbers, with six requiring repair services and one requiring procurement of new units. Vendors must demonstrate capability to supply physically and functionally interchangeable units and may be required to warrant satisfactory performance for Army-intended purposes. The evaluation process includes a comprehensive 18-question market survey questionnaire covering company competencies, engineering qualifications, airworthiness certification experience, technical data package development, obsolescence management, and First Article Testing capabilities. All responses must be submitted by August 1, 2025, to the designated point of contact via both mail and email, with telephone responses not accepted.

This opportunity does not utilize any set-aside designations and is open to all qualified vendors. The solicitation does not identify any current incumbents or contractors, noting that detailed technical data for manufacture or acceptance is not available from the Army. No specific contract values, budget ranges, or quantities are provided in this market survey phase. Vendors must provide production lead times for both repair services and new procurement units, along with delivery timeframes for completed components. The Army emphasizes that this market survey does not guarantee a future contract award, indicating this is purely an information-gathering exercise to assess market capabilities. Successful vendors must demonstrate experience with airworthiness qualification per AR 70-62 and capability to manage obsolescence issues for these specialized navigation systems.
