About this opportunity
Naval Facilities Engineering Systems Command (NAVFAC) Marianas is conducting a sources sought for a Supervisory Control and Data Acquisition (SCADA) system controller fully compatible with existing Rockwell Automation Allen-Bradley programmable logic controllers at Naval Base Guam's potable water system, with responses due by September 4, 2026. This is market research only; no solicitation or proposal request is forthcoming, and respondents will not be notified of results, debriefed, or evaluated.
The requirement calls for a controller achieving 100 percent compatibility with the Naval Base Guam potable water SCADA infrastructure, capable of two-way controls and monitoring via AB Connected Components Workbench software over TCP/IP and Ethernet networks. NAVFAC states that brand name specification is essential to maintain system compatibility and precludes consideration of alternative manufacturers' products.

Documented experience evidence (up to three pages) is required, covering one to three installed systems where non-AB-RA systems were successfully configured and connected to AB-RA SCADA environments comparable to the Naval Base Guam application. Each reference must include customer point of contact information (name, phone, email), project title, location, procurement contract number, and contract value when available.
Place of performance is Naval Base Guam. No reimbursement is provided for response costs. All corporate or proprietary information must be marked by the respondent and will be protected from external release. No telephone calls or technical point-of-contact appointments will be accepted.
