About this file
This is a Sources Sought Information document from Naval Facilities Engineering Systems Command Marianas (NAVFACMAR) regarding procurement of a Supervisory Control and Data Acquisition (SCADA) system and Programmable Logic Controllers (PLCs) for Naval Base Guam's Potable Water system.
NAVFACMAR seeks a controller that is fully compatible with existing Rockwell Automation (RA) Allen-Bradley (AB) PLC infrastructure. The new system must provide seamless two-way controls and monitoring with existing SCADA software, utilize AB Connected Components Workbench software, and operate over TCP/IP and Ethernet networks. All PLCs and SCADA components must achieve 100% compatibility with the Naval Base Guam Potable Water SCADA system. The government has indicated that brand name specification is essential to maintaining system compatibility and precludes consideration of alternative manufacturers' products.
Respondents must provide technical information (maximum 2 pages) for each PLC and associated devices/accessories, including model numbers, catalog numbers, product descriptions, and manufacturer's technical data sheets. Additionally, respondents must document relevant experience (maximum 3 pages) by identifying one to three installed systems where non-AB-RA systems were successfully configured and connected to AB-RA SCADA environments comparable to the Naval Base Guam application. For each reference project, respondents must supply customer points of contact with name, phone number, and email, along with project title, location, procurement contract number, and contract value when available.

Attachment 2: Technical Information
1. Supervisory Control and Data Acquisition (SCADA) system and Programmable Logic
Controllers (PLCs) Technical Info. (2 pages Maximum):
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command
Marianas (NAVFACMAR) has a requirement for a controller that is fully compatible with existing
Rockwell Automation (RA) - Allen-Bradley (AB) programmable logic controller (PLC) for Naval Base
Guam Potable Water SCADA System:
Seamless two-way controls and monitoring with existing SCADA software in use;
AB connected components workbench software;
Transmission Control Protocol and Internet Protocol (TCP/IP), Ethernet network.
New PLCs and SCADA system installed must be 100% compatible with the Naval Base Guam Potable
Water SCADA system. The brand name description is essential to the activity’s SCADA requirements in support of an existing system, thereby precluding consideration of a product manufactured by any other company. Include the following information for each PLC and other devices/accessories of a complete
SCADA system:
a. Model Number, Catalog Number, Code Number, or equivalent model designation
b. Product Description
c. Manufacturer's technical data sheets.
2. Experience (3 pages Maximum):
Identify one (1) to three (3) installed systems by your company where non AB - RA system has been used to successfully configure and connect to the AB- RA SCADA for the Naval Base Guam Potable Water system presented under item 1 above. For each project, provide the customer point of contact including name, phone number, and email, and a narrative description of the product/services provided by your organization. Also, provide project title, project location (city/state), procurement contract number, and contract value, if available.
