About this opportunity

The 905th Contracting Battalion at Fort Bragg, North Carolina, under the United States Special Operations Command, is seeking contractor services to provide Special Operations Forces Austere Medical Technician (SOFAMT) training. The procurement comprises a nine-week program structured in three phases: a six-week distance learning phase covering National Registry Emergency Medical Technician Basic (NREMT-B), Advanced Medical Life Support (AMLS), and Prehospital Trauma Life Support (PHTLS); a three-week resident training phase at Fort Bragg including classroom instruction, hands-on skills training, and certification testing in NREMT-B, AMLS, PHTLS, and Tactical Combat Casualty Care (TCCC) Tier 3; and an optional five-day Culmination Exercise (CULEX) simulating irregular warfare scenarios. Key contract requirements include employment of highly qualified Key Personnel, including a Program Director with more than 10 years of operational Special Operations Forces (SOF) experience and 10 years of instructing USSOCOM medical courses, and instructors who are former graduates of USSOCOM medical programs with extensive operational and instructional experience. Contractors must demonstrate a minimum 90 percent NREMT-B exam pass rate within the last two years and provide evidence of previous experience delivering SOFAMT programs within the last two years. Capability statements are limited to 10 pages in Times New Roman, 12-point font, single-spaced, and must address company background, technical capability across all certification areas, quality control measures, and contract type recommendations. Responses must be submitted via email to the listed contracting officers by February 23, 2026, at 3:00 p.m. EST, with an optional refresher distance learning contract line item available for one-week NREMT-B refresher courses.

This Pre-Solicitation Notice includes no set-aside designation and is open to all contractors, including small businesses, small disadvantaged businesses, service-disabled veteran-owned small businesses, women-owned small businesses, and HubZone small businesses. The requirement was previously sole-sourced to Ragged Edge Solutions, LLC, though no current contract is in place; the Government is conducting this market research to identify additional sources and promote competition. The Performance Work Statement specifies a Firm Fixed Price (FFP) contract structure with task orders issued for each training course, with an initial period of performance from April 6, 2026, through June 12, 2026, and up to four courses planned annually with a maximum of 18 students per course and a minimum of 6 students. The optional CULEX contract line item requires planning, coordination, and execution of a multi-day extended field care exercise within 200 miles of Fort Bragg, while the optional Refresher Distance Learning contract line item provides for up to five refresher courses annually serving up to 20 students each. The Government has published a Questions and Answers document dated February 17, 2026, clarifying key training logistics, curriculum structure, and instructional requirements. No specific award value or budget range has been disclosed in this Pre-Solicitation Notice.
