About this file
This is a Questions and Answers document for the H92421-26-R-1SFC Sources Sought solicitation, addressing inquiries about the SOFAMT training requirements outlined in the draft Performance Work Statement. The document clarifies key training logistics and curriculum structure for interested contractors. Training will operate under a standard 0800-1700 schedule during Phase 2, with study hall available as needed. Phase 1 and Phase 2 focus on EMT-B, PHTLS, AMLS, and TCCC Tier III requirements, while PFC, Austere, and tactics of medicine topics are covered in Phase 3 if that contract line item is activated. No additional time will be added to the overall course schedule to accommodate curriculum shifts between phases.
The document specifies that the CULEX (comprehensive clinical exercise) builds progressively with multiple patient encounters, beginning with 1-2 hour scenarios and advancing to longer duration scenarios. Contractors must provide approximately 1,500 preparatory quiz questions total across both phases to prepare students for the NREMT-B examination, with questions used for end of day and end of week assessments. Additionally, contractors must provide instructor-led study hall during the first two Saturdays of Phase 2 for six hours each, available on a voluntary basis to students. This requirement was previously sole-sourced to Ragged Edge Solutions, LLC, but no current contract is in place. The Government is conducting market research to identify additional sources and promote competition.

1.2.2.
Q: How many hours a day can we teach in order to complete all required training during Phase 2: hands-on skills training, mandatory clinical hours, BLS/AMLS/PHTLS/NREMT-B testing, 63 hours for TCCC-CMC, and PFC/Austere emergency care training/scenarios?
A: The current schedule is 0800-1700, with study hall if required by students. The hour limit is to standard not time.

1.2.2.
Q: Previous SOFACC Courses had NREMT-B hands-on and clinical related curriculum only during Phase 2. TCCC/PFC/Austere topics were covered in Phase 3 (to include the CULEX). Can time be added to the overall course in order to shift non NREMT-B related curriculum to Phase 3?
A: Time will not be added to the overall course. Phase 1 & 2 requirements are for EMT-B, PHTLS, AMLS and TCCC Teir III only. PFC, Austere and the tactics of medicine topics are covered in phase 3 if the CLIN is actioned.

1.6.2.
Q: For the CULEX, does the total length include the multiple 1 to 8 hour and 24 hour plus scenarios?
A: Yes, it is expected the CULEX will build on itself within a logical scenario as to have each cohort or team treat multiple patients throughout the CULEX. Students should participate in multiple short duration clinics/scenarios in the beginning of the CULEX lasting 1-2 hours. Toward the end of the CULEX these scenarios should progress in length, but still include multiple patient encounters within the long duration scenario of the CULEX.
