About this opportunity

The Department of the Navy Naval Facilities Engineering Command is conducting market research to understand the feasibility of using non-Wheelabrator brand parts with Wheelabrator brand Abrasive Reclaim Systems (Blast Media Elevators). The systems are composed of a Hopper, Elevator, Rotary Drum, and Air-Wash Separator, and the government seeks to determine if alternative parts can successfully interface with existing Wheelabrator systems. The primary objectives are to identify contractors who have experience re-engineering or retrofitting parts, assess the risk of using non-Wheelabrator components, and understand potential interface challenges. Key evaluation criteria include industry feedback on successful part integration, the likelihood of system interface issues, and contractors' ability to obtain proprietary drawings and specifications. Interested parties must submit their responses by March 26, 2025, at 12 PM EDT, with this sources sought notice serving as a market research tool and not a formal solicitation.

The opportunity is designated as a Total Small Business set-aside under the Commercial and Institutional Building Construction NAICS category (236220). While no specific incumbent or current contractor is mentioned, the government is seeking detailed insights into the technical feasibility of using alternative parts with Wheelabrator systems. The research aims to understand potential risks, engineering challenges, and industry perspectives on component interoperability. No specific award value or budget range is provided in the notice, and the timeline for potential future procurement is not explicitly stated. The sources sought notice represents a preliminary market research phase intended to gather industry intelligence about technical capabilities and potential barriers to using non-proprietary parts in specialized industrial systems.

Notice text

The intent of this sources sought is to seek feedback from industry professions to determine whether they have had experience with using non-Wheelabrator brand name for equipment for Abrasive Reclaim Systems (Blast Media Elevators), each composed of a Hopper, Elevator, Rotary Drum, and Air-Wash Separator, which are capable of full functional interface Wheelabrator system and blast media recovery systems.  It is the government’s understanding that companies other than Wheelabrator would have difficulties in providing replacement parts due to the proprietary drawings and specifications which belong to Wheelabrator for these systems.  Additionally, it is the government’s understanding that any company who would attempt to align these non-Wheelabrator parts with the Wheelabrator system would have to re-engineer these parts and likely cause interface issues with the existing Wheelabrator system, which, in turn would cause the system(s) to lose functionality.

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes.

Interested parties should respond no later than 26 March 2025, 12PM, EDT.

In response to this sources sought, the Government is requesting the following information:

  1.  Are there contractors who have been successful in re-engineering/retrofitting parts to align and interface with Wheelabrator systems?
  2. Does industry believe there is low risk to using non-Wheelabrator parts with a Wheelabrator system?  In other words, does industry believe the likelihood of interface systems issues is low or non-existent?
  3. Has industry been successful in obtaining drawings and specifications from Wheelabrator which they have then used to re-engineer parts as described above (Abrasive Reclaim Systems [Blast Media Elevators], each composed of a Hopper, Elevator, Rotary Drum, and Air-Wash Separator) which have successfully interfaced with Wheelabrator systems and blast media recovery systems.
  4. Any other information as to why there may or may not be concerns with using non-Wheelabrator parts with a Wheelabrator system.
