About this opportunity

The Department of Homeland Security's Federal Emergency Management Agency (FEMA) is seeking a competitive procurement for Security Enterprise Services and National Maintenance, focused on comprehensive security technology equipment installations, maintenance, and lifecycle management. The solicitation covers services for multiple security systems including intrusion detection, physical access control, video surveillance, key tracking, locksmithing, and biometric management across FEMA facilities nationwide. Vendors must demonstrate capabilities in managing 30+ concurrent security projects, provide 24/7 emergency response within 4 hours, and possess active facility clearances with Top Secret security clearances for key personnel. The Request for Information (RFI) requires responses by March 17, 2025, submitted electronically with an 11-page limit to matthew.raile@fema.dhs.gov. Respondents must show technical expertise in installation, maintenance, and management of complex security systems for both disaster and fixed facility environments.

The pre-solicitation notice indicates no specific set-aside designations, meaning the opportunity is open to all qualified vendors within the Security Systems Services NAICS category (56162). The anticipated contract will be a short-term 2-year GSA/Blanket Purchase Agreement with an estimated budget around $8 million, covering comprehensive services for FEMA's headquarters, 10 regional offices, and locations in Alaska, Hawaii, Guam, Puerto Rico, and the U.S. Virgin Islands. The contract will include a 1-year base period with one 12-month option period and a 30-day transition period. Technical requirements include compliance with Interagency Security Committee standards, HSPD-12, NIST, and FICAM requirements, with specific emphasis on convergence of physical, electronic, and cybersecurity assets. The government's inventory suggests significant existing infrastructure, including nearly 600 surveillance cameras, multiple access control systems, and extensive security hardware that will require ongoing maintenance and potential replacement.
