About this opportunity

The Department of Commerce's Office of the Secretary is seeking a contractor to provide Learning Management System (LMS) Support Services for its Office of Human Resources Management. The contract will establish a Blanket Purchase Agreement for an enterprise-wide LMS platform to manage training delivery, tracking, and administrative functions for approximately 80,000 employees and contractors. Key requirements include a FedRAMP-certified system that is Section 508 compliant, supports multiple training delivery methods, and integrates with HR systems and third-party content providers. Interested contractors must submit a 5-page capability statement by December 16, 2024, at 12:00 PM EST, demonstrating their ability to meet the draft Statement of Work requirements. The government will evaluate market capacity to provide services, secure resources, implement project management, and deliver performance-based solutions.

The procurement is currently not set aside for any specific business size, though small businesses may be considered based on market research. The proposed contract is a five-year agreement running from June 1, 2025, to May 31, 2030, with a base year and four option years. The system must support a user population that can fluctuate from 16,200 to 500,000 during Census periods and will utilize Cornerstone OnDemand as the primary LMS platform. Contractors will need to be authorized resellers of Cornerstone OnDemand and possess extensive experience with federal IT security requirements, including NIST security standards and FISMA compliance. While specific budget ranges were not disclosed, the contract will include annual end-user licensing, system consulting, operational support, and integration of additional training content platforms like SkillSoft and Speexx.
