About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is issuing a Sources Sought Notice for Strengths Deployment Inventory (SDI) assessment tools to be used at Fort Leavenworth, Kansas. The agency intends to award a sole source contract to Personal Strengths Publishing, LLC (now Crucial Learning) under the statutory authority of 10 U.S.C 2304(c)(1), which allows for procurement from the only responsible source that can satisfy agency requirements. The notice requests potential contractors to provide detailed information about their capabilities, including previous experience with similar assessments, company details, business size, and potential subcontracting arrangements. Interested parties are asked to submit responses by January 6, 2025, addressing specific criteria such as competition considerations, company information, and recommendations for contract structuring. The evaluation will focus on firms' ability to demonstrate capability in providing SDI assessment tools and potential alternatives for competition.

The procurement is not set aside for any specific small business category, and the NAICS code for this opportunity is 513130 for Book Publishers. The proposed contract period of performance is up to 66 months, indicating a long-term requirement for the SDI assessment tools. While no specific contract value is disclosed, the notice requires respondents to provide pricing information, delivery schedules, and commercial availability details. The agency is specifically seeking information that can help determine if the requirement can be competitively procured, despite the current intention for a sole source award. Potential contractors are encouraged to identify any conditions that might unnecessarily restrict competition and to provide comprehensive information about their experience and capabilities in delivering similar assessment tools to government or commercial clients.
