About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically the National Weather Service (NWS), is conducting market research to identify potential sources for a Blanket Purchase Agreement (BPA) for replacement Uninterruptible Power Supply (UPS) batteries. The procurement will cover ten specific UPS battery types from manufacturers including Eaton, Mitsubishi, Toshiba, Riello, and APC, supporting critical weather forecasting infrastructure across Central, Western, Southern, and Eastern Regions. Evaluation criteria will focus on battery quality, price, pickup locations, battery selection, and warranty terms. Vendors must meet stringent technical requirements, including performing a 24-hour baseline parallel float test for each battery set and ensuring batteries are from the same manufacturing run. The sources sought notice is open for responses until June 11, 2025, at 2:00 PM PDT, with responses to be submitted through a linked Google Form.
The contract opportunity is not set aside for any specific business category and follows the North American Industrial Classification System (NAICS) code 335910 for Battery Manufacturing, with a size standard of 1,250 employees. This procurement will serve as a follow-on to the previous BPA contract 1305M220ANWWR0063. The government intends to issue a Firm-Fixed-Price BPA with a five-year ordering period, which includes a one-year base period with potential extensions for up to four additional years. While specific award values are not detailed, the comprehensive battery replacement program will cover multiple UPS systems critical to maintaining uninterrupted power for weather forecasting operations. Interested vendors should carefully review the attached draft Performance Work Statement for complete technical specifications and requirements.
