About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is soliciting information from small businesses on their capability to provide Matching Market Execution Software and related services for the U.S. Military Academy at West Point, New York, with responses due by June 12, 2026; this is a total small business set-aside, contingent on receipt of capability statements from at least two qualified small businesses across all socioeconomic categories including 8(a), SDB, HUBZone, SDVOSB, and WOSB concerns.
The Army's Office of Economic and Manpower Analysis requires software that executes and analyzes multiple variations of the cadet branching mechanism to assign West Point and ROTC cadets to initial branches, comparing allocations across three dimensions: branch allocation counts, Branch of Choice allocations, and Branch Detail allocations. The software must feature a simple user interface requiring minimal training and deploy within OEMA's Amazon Web Service GovCloud environment, which holds FedRAMP authorization at impact level High and DoD Provisional Authorization at impact levels 4 and 5.
The contractor must deliver a renewed software license for a one-year period covering West Point and ROTC Classes of 2027, including training service hours for two additional end-users and customization services. Required software improvements include modifying branch-detail combinations to current Army standards, adding Logistics as a basic branching option with up to five branch detail variants, adding Public Affairs as a basic branching option, and enabling the Talent-Based Branching office to directly modify BRADSO allocation numbers in the input file.
This is a sources-sought notice only; the Government will not accept unsolicited proposals, bids, or quotes at this time. NAICS 513210 (Software Publishers); PSC 7A21 (IT Business Application Software—Perpetual License).
