About this file

This is a Performance Work Statement for the acquisition of Matching Market Execution Software for the U.S. Army's Office of Economic and Manpower Analysis (OEMA). The software enables Army program managers to execute and analyze multiple variations of the cadet branching mechanism used to assign cadets at West Point and the Reserve Officer Training Corps (ROTC) to their initial branches. The system must support comparisons across three key dimensions: the number of allocations for each branch, allocations eligible for Branch of Choice (BRADSO) contracts, and allocations eligible for Branch Detail contracts.

The contractor must provide a renewed software license for a one-year period of performance that permits end-users to execute the branching mechanism for the West Point and ROTC Classes of 2027. The software must feature a simple user interface requiring minimal training and be deployable within OEMA's Amazon Web Service (AWS) GovCloud environment, which is FedRAMP authorized at impact level High and DoD Provisionally Authorized at impact levels 4 and 5. The contractor must deliver service hours to train two additional end-users and provide customization services as required. Specific software improvements required include modifying branch-detail combinations to current Army standards, adding Logistics (LG) branch as a basic branching option with up to five branch detail options, adding Public Affairs as a basic branching option, and enabling the Talent-Based Branching office to directly change BRADSO allocation numbers in the input file. The contractor must also maintain capability to continue improving the software to support additional matching parameters or other Army labor markets throughout the contract period.

Performance Work Statement (PWS) Matching Market Execution Software

The objective of this contract is to acquire a software solution that provides a flexible, efficient, and cost-effective method for Army program managers to execute and analyze multiple variations of the market mechanism the Army uses to assign cadets to branches. Since 2019, the Office of Economic and Manpower Analysis (OEMA) has been responsible for executing the mechanism used to assign cadets at West Point and the Reserve Officer Training Corps (ROTC) to their initial branches. Each year, OEMA fields requests from Army leaders that requires the Talent Based Branching program manager to use OEMA resources to compare outcomes from multiple variations of the cadet branching mechanism. These requests typically require comparisons along three key dimensions: 1) the number of allocations for each branch; 2) the number of allocations eligible for Branch of Choice (BRADSO) contracts; and 3) the number of allocations eligible for Branch Detail contracts.

OEMA requires a software product that enables Army program managers with rudimentary statistical software skills (e.g., capable of basic data analysis via Microsoft Excel) to easily execute multiple iterations of the current cadet branching mechanism along the three key dimensions described above (e.g., number of branch allocations, number of Branch of Choice contract allocations, number of Branch Detail contract allocations). The product must have a simple user interface that allows users to execute multiple variations of the branching mechanism in a manner that requires minimal user training. We request the Contractor provide a renewed software license that permits end-users to execute the branching mechanism used for the West Point and ROTC Classes of 2027 (which received branches in December 2026). The renewed license should have a period of performance for one year. We request the Contractor provide additional service hours to train two additional end-users on how to execute the software.

To implement this technology in compliance with Department of Defense and Army Information Technology regulations and policies, the Contractor will provide software or application code that OEMA can reasonably deploy within its Amazon Web Service (AWS) GovCloud environment. The AWS GovCloud is Federal Risk and Authorization Management Program (FedRAMP) authorized at impact level High, as well as DoD Provisionally Authorized (PA) at impact levels 4 and 5. By deploying the application code within OEMA’s AWS GovCloud environment, OEMA maintains control and governance over all data uploaded by end-users in the operation of the software.

If incorporated into the final contract, the Contractor must be able to provide service hours to customize and configure the software to ensure it meets Army requirements.

The current software is capable of efficiently executing multiple iterations of the branching process. As a part of this contract, the Contractor will make the following improvements to the software.

1. As necessary change the branch-detail branch combinations in support of current Army requirements.

2. Add Logistics (LG) branch as a basic branching with up to five branch detail options in the branching algorithm. The branch detail options will be provided when finalized by HQDA.

3. Add Public Affairs as a basic branching option in the branching algorithm.

4. Teach the Talent-Based Branching office to directly change the number of allocations preserved for BRADSO in the input file.

The contractor must also be able to continue improving the software to support a wider range of matching parameters or to potentially support other Army labor markets within the contract’s duration (period of performance).
