About this opportunity

The United States Department of Agriculture Forest Service (USDA-FS) is conducting market research to gather information about contract specialist labor rates and capabilities through a Sources Sought Notice. The agency is specifically seeking industry insights for two contract specialist roles: a Senior-Level position requiring 8+ years of experience and potential DAWIA Level III or FAC-C certification, and a Mid-Level position requiring 3-5 years of experience with potential DAWIA Level II or FAC-C certification. Interested vendors are required to submit a comprehensive 5-page electronic response by June 11, 2025, at 5:00 PM EDT to Thomas.Lucas@USDA.gov. The response must include a company overview, current labor rates, qualifications, market practices, and a capability statement. The primary evaluation criteria will focus on understanding current market rates, personnel qualifications, and the availability of qualified sources to potentially exercise an option on an existing contract.

The Sources Sought Notice does not indicate any specific set-aside designations, and no incumbent contractors are named in the document. While specific award values are not disclosed, the market research is focused on establishing fair and reasonable pricing for contract specialist services performed in 2025. The procurement will utilize NAICS Code 561990 for organizational support services and PSC Code R408 for professional program management support. Respondents are encouraged to register in the System for Award Management (SAM) and should understand that this notice is purely for market research purposes, with no guarantee of a future solicitation or contract award. The government does not intend to reimburse vendors for costs associated with preparing responses to this notice.
