About this file
This is a Sources Sought Notice and Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Troop Support to identify manufacturers interested in the Manufacturing Pricing Agreement (MPA) Program. The DLA seeks to establish direct pricing agreements with manufacturers for products supplied to global customers through Subsistence Prime Vendor partners, with the MPA serving as a key mechanism for ensuring fair and reasonable pricing for the U.S. Government. Participation requires monthly submission of pricing data in electronic formats (.csv or Excel) integrated with DLA's system of record. The Government will not compensate respondents for information provided, and participation does not guarantee product selection by Military customers. Manufacturers must be capable of socializing their products to military customers if not currently selling to the government.
Respondents must provide company information (name, address, website, CAGE Code, and Unique Entity ID from SAM.gov), point of contact details, business size classification, and primary NAICS codes. The DLA requests information on specific product categories manufactured, major customer types, and commercial product specifications and labels for proposed items. Regarding pricing models, manufacturers must indicate whether they operate under an Established Catalog (regularly maintained price list for commercial buyers) or Competitive (comparative price analysis) model and confirm compliance with MPA policy requiring that prices to DLA be equal to or less than those offered to similar customers. Manufacturers must also confirm participation in or willingness to participate in the National Allowance Pricing Agreement (NAPA) program, which provides discounts or allowances on products purchased through Prime Vendors and requires NAPA stock numbers for military customer overseas sales. Responses should be submitted via email to Joseph.Venuto@dla.mil with the subject line "Response to Sources Sought Notice for MPA Program - [Your Company Name]" by the specified deadline date.
