About this opportunity
The Indian Health Service Albuquerque Area is conducting a market research survey pursuant to FAR 10.001 to identify vendors capable of providing hands-on operations and management training for water, wastewater, and solid waste systems, with responses due by July 3, 2026. This procurement is anticipated as an Indian Small Business Economic Enterprise (ISBEE) set-aside or total small business set-aside under the Buy Indian Act.
Training delivery will span the lower 48 states and Alaska, supporting tribal utility and IHS staff operating systems ranging from gravity and pressure sewers to wastewater treatment lagoons, water treatment and distribution systems, and solid waste transfer stations. The IHS Environmental Health Support Center expects 15–20 annual trainings with no guaranteed minimum; vendors must provide at least three trainings annually per off-the-shelf course offering.
Instructor qualifications require a minimum of five years' experience in water, wastewater, or solid waste operations serving communities with 15–2,500 connections, plus five years providing related training to tribal or small rural communities (tribal experience preferred). All in-person training must allocate a minimum 33% of time to kinesthetic exercises. Training will be delivered via in-person sessions followed by instructor-led virtual delivery using industry-standard platforms (Zoom, Adobe Connect, GoToTraining) supporting up to 250 simultaneous participants.
Vendors must maintain a catalog of off-the-shelf courses or develop new courses with government-owned training materials returnable upon contract completion. Proposal costs for salaries and travel cannot exceed GSA contract rates. Responses should include company UEI, SAM registration confirmation, business size certification (HUBZone, ISBEE, small business, SDVOSB, SDB, WOSB), and the IHS IEE Representation Form if applicable.
