About this file
This is a Performance Work Statement (PWS) for Operations and Maintenance (O&M) training services to be provided to the Indian Health Service (IHS) through a Blanket Purchase Agreement (BPA) contract vehicle. The IHS Environmental Health Support Center (EHSC) seeks vendor(s) capable of delivering hands-on training in water, wastewater, and solid waste operations for tribal utility and IHS staff across the lower 48 states and Alaska. Training must support operation of typical tribally owned utility systems including gravity and pressure sewers, wastewater treatment lagoons and reactors, water treatment and distribution systems, and solid waste transfer stations. Vendors must maintain a catalog of off-the-shelf courses or possess capacity to develop new courses and execute government-owned trainings. All in-person training courses must allocate a minimum 33% of time to kinesthetic exercises with active engagement throughout modules balancing lectures, discussions, and demonstrations.
Instructor qualifications require a minimum of five years' experience in water, wastewater, or solid waste operations in communities of 15–2,500 connections, plus five years providing related training to tribal or small rural communities, with tribal experience preferred. Instructors should demonstrate adult education competencies. Training delivery preferences include in-person followed by instructor-led virtual sessions using industry-standard platforms (Zoom, Adobe Connect, GoToTraining) supporting up to 250 simultaneous participants with capabilities for screen sharing, polling, chat, breakout rooms, and session recording. The workload estimate is 15–20 annual trainings across IHS service areas, with no guaranteed minimum; vendors should provide at least three trainings annually per off-the-shelf course. Proposal costs for salaries and travel cannot exceed GSA contract rates. Training materials must be provided in editable formats (PowerPoint, Word, Excel, PDF), and spiral-bound manuals with 2-per-page slide layouts must be delivered to attendees. Closeout documentation including evaluations and sign-in sheets must be submitted within two weeks of training completion. For government-owned courses, vendors must return all materials upon contract completion and cannot offer these trainings without express written IHS permission. New course development submissions have 90-day timelines with COR review and revision cycles of 10–20 business days.

1. General Information
1.1 Background
The IHS is responsible to provide water, sewer and solid waste facilities for Native American housing at, adjacent to, or near Indian Reservations as authorized by Public Law 86-121. Community sizes range from 15 to 10,000 people. The Indian Health Service (IHS) is authorized to design, construct and improve facilities, acquire lands and right-of-way for sanitation facilities, projects, and transfer complete facilities to Native American Tribal organizations or other public authorities for operation and maintenance.
The Environmental Health Support Center (EHSC) serves as the national coordinator of IHS based training for the Office of Environmental Health and Engineering (OEHE). In addition, this office also serves as the national liaison for training activities with all twelve Indian Health Service Areas and other governmental, public and private institutions. Authority for this justification is mandated under 41.USC.253(c)(1) as implemented by FAR 6.100.
The purpose of the proposed requirement is to provide hands-on water, wastewater, and solid waste operations training for tribal utility and IHS staff in the lower 48 States and Alaska.
