About this opportunity
The Department of the Army's Mission and Installation Contracting Command at Fort Eustis is seeking digitization services for the United States Military Academy Library's Howitzer yearbook collection. The sources sought notice is designed to determine if qualified small businesses can perform a comprehensive digitization project involving 55 yearbooks spanning from 1949-2004, totaling 33,935 pages. Interested small businesses are required to submit detailed responses by March 4, 2025, at 9:00 AM EST, providing information about their capabilities, previous experience, and potential approach to the project. The government will evaluate responses based on factors including small business status, technical capabilities, previous similar work, and ability to perform the digitization at a fair market price. Responses must include specific details such as company information, point of contact, DUNS number, CAGE code, and certification status.
The procurement is set aside exclusively for small businesses, with the government requiring at least two qualified small business responses to proceed with a set-aside contract. The digitization project will run from February 13, 2025, to February 12, 2026, with work to be performed at the contractor's facility in Greensboro, North Carolina or other continental US locations. The project requires creating three digital formats: 600 dpi TIFF files, 400 dpi JPEG files, and PDF files with OCR capability and a USMA Library watermark. The anticipated NAICS code is 541990 (All Other Professional, Scientific and Technical Services) with a size standard of $19.5 million. While no specific award value is mentioned, the project involves processing 55 yearbooks and creating multiple digital file formats, suggesting a moderate-complexity contract that will require specialized archival digitization capabilities.
