About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is conducting market research to identify vendors capable of providing Emergency Residential Services for homeless veterans through its Health Care for Homeless Veterans program in Monterey and Santa Cruz Counties, California. The procurement seeks community-based residential facilities offering 24/7 supportive services specifically for geriatric veterans age 50 and older, including room and board, three daily meals, medical case management, psychosocial assessments, medication management, and structured case management focused on permanent housing placement. Key service requirements include maintaining a minimum occupancy rate of 85 percent, employing a licensed medical case manager with specific staffing ratios, providing on-site 24/7 emergency-trained staff, and maintaining compliance with National Fire Protection Act standards and VA safety requirements. This is a preliminary Sources Sought Notice requesting capability statements rather than formal proposals, with responses due by May 5, 2026, at 12:00 P.M. PST to Austin.Mitts@va.gov. The VA has not yet established evaluation criteria, as this announcement is intended solely for internal decision-making regarding procurement strategy.

The contract is structured as a Firm Fixed-Price Indefinite Delivery-Indefinite Quantity award covering eight beds daily across five one-year ordering periods from October 1, 2026 through September 30, 2031, representing approximately 2,920 to 2,928 total service days per year. Interested contractors must address ten specific capability statement questions, including facility ownership or lease status for housing at least six veterans, relevant HCHV experience, and price estimates for all five ordering periods, with responses submitted via email. Small businesses, Service-Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Businesses must comply with 50 percent limitations on subcontracting for personnel costs and maintain current SAM registration. While specific award value has not been disclosed in this preliminary notice, the scope indicates a per diem-based payment structure with monthly billing to the Austin Payment Center, with costs covering all residential services, case management, and therapeutic activities within the fixed rate.
