About this opportunity

The U.S. Securities and Exchange Commission (SEC) is conducting market research to identify businesses capable of providing access to Municipal Market Analytics Publications. The agency seeks a Commercial Off the Shelf (COTS) subscription product for five specific publications: The Municipal Advisor, Municipal Insight, Municipal Outlook, Municipal Strategist, and Default Trends. Potential vendors must submit a detailed response by May 19, 2025, including a summary/cover letter, company information, product description, and price estimate. Respondents must be registered in SAM.gov and provide their unique entity identifier (UEI). The SEC will use the responses to determine if the acquisition can be set aside for small businesses and to develop an acquisition strategy. All submissions must be emailed to Pleshette Brown at BrownPl@sec.gov, with questions due by May 12, 2025.

The pre-solicitation notice does not currently have a specific small business set-aside, but the SEC is explicitly exploring this possibility through the sources sought process. The contract would provide access for up to 15 users, covering current and archived publication issues through internet and email delivery, with the ability to consult with analysts. The initial contract period is set for 12 months, from August 1, 2025, through July 31, 2026, with four optional 12-month extension periods available. While no specific budget range is disclosed, vendors are required to provide a price estimate for the base period and four option periods. The SEC emphasizes that this is a market research exercise and does not constitute a formal solicitation, and no funds are available to compensate vendors for response preparation.
