About this opportunity
The U.S. Army Corps of Engineers Engineer Research and Development Center is conducting market research to establish Master Blanket Purchase Agreements for blast assessments and site security recommendations across select U.S. facilities, with responses due by May 26, 2026. This is a Request for Information only; responses do not constitute offers and will not be returned to respondents. A formal solicitation will be synopsized on SAM.gov if released.
Work encompasses site assessments, blast analyses using Vulnerability Assessment and Protection Option (VAPO) software, and security recommendations for facilities potentially located in Washington DC, California, and Florida. Contractors must develop pressure-impulse curves using SBEDS, Wingard, or finite element analysis when VAPO native modules are insufficient. Deliverables include site assessment notes and photo documentation (due within 2 weeks of site visit), briefing slides, blast hazard maps, and VAPO analysis files (due 6 weeks post-visit), pressure-impulse curves in DPlot format and threat summaries (due 10 weeks), and optional classified blast assessment reports (due 14 weeks).
The Master BPA covers a five-year ordering period. Contractors must provide a Project Manager holding SECRET clearance, possessing a minimum four-year engineering degree and ten or more years' experience, and a Principal Engineer holding SECRET clearance with Professional Engineer registration, a Master's degree in engineering or science, and ten or more years' experience in structural design and blast analysis including five or more years in facade design. All contractor personnel require SECRET-level clearance and DD-254 completion. Contractors must provide integrated site assessment and blast analysis capability as a single entity and have VAPO software access.
NAICS 541330 (Engineering Services); PSC R425 (Support—Professional: Engineering/Technical).
