About this opportunity
The Federal Aviation Administration is soliciting sources for asbestos abatement services at the QKK Air Route Surveillance Radar Site located in Koke'e State Park, Kauai, Hawaii. The project requires comprehensive removal of asbestos-containing materials (ACM) from three buildings, replacement of 26 windows, installation of regulatory signage, and complete site restoration, with all work performed by a qualified Hawaii-licensed asbestos contractor. Key requirements include strict adherence to OSHA regulations, Davis Bacon Act compliance, submission of a comprehensive safety plan, coordination with FAA personnel to ensure no interference with 24/7 facility operations, and proper disposal of all project waste. The pre-solicitation notice indicates that a site visit was scheduled for January 13, 2026, from 10 AM to 2 PM Hawaii time to allow potential contractors to assess conditions, and interested parties must submit inquiries or indicate interest by the January 30, 2026 deadline. Contractors must comply with access restrictions, store materials only in FAA-approved areas, and obtain approval at least 24 hours in advance for any operational outages or access requirements.
This procurement is not using any set-aside designations and no incumbent contractor information is provided in the pre-solicitation notice. The scope of work involves removal of approximately 6,228 square feet of asbestos-containing floor tiles and joint compound, with the asbestos survey identifying materials containing 2-7% chrysotile in non-friable form across Buildings 1, 5, and 10. While specific contract award values are not disclosed in the pre-solicitation notice, the Independent Government Cost Estimate template and wage determination documents indicate the FAA has conducted preliminary budget planning using Davis Bacon wage rates applicable to Hawaii construction trades, including Asbestos Workers/Insulators classifications. The project was originally scheduled for October 2025; however, the January 2026 pre-solicitation date suggests the timeline has been adjusted, and contractors should anticipate coordinated scheduling that may require after-hours work to minimize disruption to active radar operations. This is categorized under NAICS 562910 (Remediation Services), reflecting the environmental remediation nature of the asbestos abatement work.
