About this opportunity

The Defense Logistics Agency Troop Support (DLATS), Clothing & Textiles division, is conducting market research to identify potential sources for Liner Taffeta fabric used in the Marine Corps All Weather Coat under specification MIL-DTL-32768. This Sources Sought notice aims to determine industry manufacturing capabilities, production capacity, limitations, and challenges for producing this specialized textile component. All potential sources must be U.S.-based companies, with preference given to domestic sources using domestic components and manufacturing per DFARS 252.225-7002-2(c), though non-domestic manufacturing will be considered under specific conditions. Interested vendors must submit company details including CAGE code, size profile, and responses to eight specific questions covering production capacity, local labor pool, production lead time, raw material availability, and supply chain details. The deadline for responses is October 24, 2025, with submissions required to Earl Joyner and Alan Cure, and requests for specifications must include "URGENT - MARKET RESEARCH - EXPEDITE" in special instructions. Contractors must be registered in the System for Award Management (SAM) to be eligible for any future awards.

This Sources Sought notice does not include any set-aside designation and is classified under NAICS code 314999 (All Other Miscellaneous Textile Product Mills). No current contractors or incumbents are identified in the documentation, and no specific award values, budget ranges, or quantities are provided since this is purely a market research exercise rather than an actual solicitation. The notice emphasizes that this is not a commitment to procure and that the government will not reimburse companies for information provided. The research relates to the liner component of the Marine Corps All Weather Coat, which according to the military specification comes in three color classes (Pewter 2246, Black 385, and Heritage Green 564) and sizes ranging from 30 to 48. Future solicitations may follow this market research phase, with respondents being added to the solicitation mailing list for potential future opportunities.
