About this opportunity

The Defense Logistics Agency Troop Support (DLATS), Clothing & Textiles division is conducting market research to identify potential sources for Liner Satin fabric used in the Marine Corps All Weather Coat under military specification MIL-DTL-32768. This Sources Sought notice aims to assess industry capabilities for manufacturing this specialized fabric, including production capacity, limitations, and manufacturing challenges from both domestic and non-domestic sources. Preference will be given to domestic sources using domestic components and manufacturing in accordance with DFARS requirements, though non-domestic manufacturing will be considered if performed by U.S.-based companies. The coat specification details requirements for a water-repellent all-weather coat available in three color classes (Pewter 2246, Black 385, and Heritage Green 564) with removable liners, constructed from polyester/cotton poplin cloth. Interested vendors must be registered in SAM and submit responses by October 24, 2025, addressing specific questions about production capabilities, minimum quantities, monthly capacity, lead times, and raw material supply situations.

This market research effort does not utilize any set-aside designation and is open to all qualified sources under NAICS code 314999 (All Other Textile Product Mills). No incumbent contractors or current suppliers are identified in the documentation, and no specific award values, budget ranges, or quantities are disclosed in this preliminary market research phase. Respondents must provide detailed information about their manufacturing capabilities, including minimum production quantities they can handle, monthly production capacity, current operating capacity levels, and availability of local labor pools. The government has indicated that import of non-domestic cloth is specifically allowed for this item, provided it meets exact specification requirements and approved color shades, with such materials potentially being furnished as Government Furnished Material for final garment manufacturing. Participation in this Sources Sought process will result in vendors being added to future solicitation mailing lists, though submission of information does not guarantee any future contract awards.
