The contractor must provide blood gas analyzers capable of measuring pH, pCO2, pO2, electrolytes, glucose, lactate, oxygen saturation, hemoglobin, and oximetry parameters, with a closed system requiring two or fewer solution packs or testing cassettes and built-in barcode reader capability. The evaluation will prioritize Buy Indian Act opportunities for Indian-owned economic enterprises (both large and small) before considering other small business set-aside programs, with responses evaluated based on company capabilities and qualifications outlined in submitted documentation. Interested parties must submit responses by April 23, 2026, at 5:00 p.m. MST to Purchasing Agent Nora Nutlouis at nora.nutlouis@ihs.gov with the subject line "SSN IHS1521534," and must be registered in the System for Award Management (SAM.gov) at time of submission and award.
The procurement carries no specific set-aside designation beyond the prioritization of Indian Economic Enterprise and Small Business Act programs; no incumbent contractor is identified in this sources-sought notice. The contract term consists of one one-year base period plus four one-year option periods, totaling a potential five-year commitment. The statement of work specifies that deliverables include one year of warranty service followed by four years of service coverage, installation, user training, a full validation kit, depot service coverage, and continuous supplies and reagents sufficient for normal operations. No specific award value or budget range is disclosed in the pre-solicitation materials, and this notice serves purely as market research to inform the government's acquisition strategy regarding competition levels, potential set-asides, and identification of qualified Indian-owned enterprises. Submission of information in response to this market survey is entirely voluntary, and the government assumes no financial responsibility for any costs incurred in preparing responses.
