About this opportunity

The Indian Health Service (IHS), under the Department of Health and Human Services, is conducting market research to identify qualified vendors capable of providing optometrist services at the Quentin N. Burdick Memorial Healthcare Facility in Belcourt, North Dakota. The contractor must provide a qualified Optometrist to deliver comprehensive eye care services for patients of all ages, including examinations, diagnostic testing, treatment, prescriptions, referrals, and patient counseling during standard work hours from 8:00 am to 4:30 pm, Monday through Friday. Key qualifications include an unrestricted state optometry license, Basic Life Support certification, board certification or eligibility by the American Board of Optometry, and medical liability insurance coverage of at least $1 million per occurrence and $3 million aggregate. Interested vendors must submit capability statements demonstrating their experience and ability to perform the required services, along with company information including socioeconomic status and SAM UEI number. The response deadline for this sources sought notice is October 15, 2025.

This opportunity is specifically set aside for Indian Economic Enterprises (IEE) under the Buy Indian Act, with the applicable NAICS code being 621320 - Offices of Optometrists. The contract structure is anticipated to be a firm-fixed price, non-personal services agreement, though specific award values or budget ranges are not disclosed in the notice. The Performance Work Statement indicates this is for ongoing optometry services rather than a one-time delivery, with requirements for monthly progress reports and continuous compliance with IHS regulations and privacy standards. No incumbent contractor or current service provider is mentioned in the documentation. The extensive credentialing requirements, background investigations, and health screening protocols suggest this is a significant, long-term service contract for a critical healthcare position at the IHS facility.
