About this opportunity
The U.S. Special Operations Command is conducting market research to identify potential sources capable of delivering a Handheld Radio Frequency (RF) Spectrum Analyzer system that meets specific technical specifications outlined in Table 1 of the attached documentation. The agency is seeking vendors with the expertise and capability to provide this specialized communications security equipment. Interested parties must submit a white paper not exceeding five pages that addresses their technical approach to meeting the requirements, development timelines and roadmap, estimated delivery schedule, and any relevant past performance with DoD or other government agencies. The white paper must be formatted in 8.5" x 11" with 12-point Times New Roman font and 1-inch margins, submitted as either a Microsoft Word or Adobe PDF file. Responses must be received no later than September 15, 2025, at 1300 hours Eastern Daylight Time, and should be submitted to Blake Martin and Doug Bailey at their respective SOCOM email addresses with the subject line "[Company Name] - RF Handheld Spectrum Analyzer."
This pre-solicitation notice does not include any set-aside designations, indicating it will be open to competition among all eligible vendors. No current incumbents or contractors are mentioned in the documentation provided. The notice does not specify any award values, budget ranges, or quantities of equipment to be procured, as this appears to be purely market research to gauge industry capabilities. The opportunity falls under NAICS code 339999 (All Other Miscellaneous Manufacturing) and PSC code 5810 (Communications Security Equipment and Components). While specific delivery timelines are not mandated, vendors are expected to provide their own estimated delivery schedules as part of their technical response. The emphasis on technical specifications suggests this is a specialized requirement that will likely require vendors to demonstrate advanced RF analysis capabilities.
