About this opportunity

The Defense Logistics Agency Land and Maritime is conducting a sources sought announcement to identify manufacturers capable of producing the Induction Compass Transmitter (T-611A), NSN 6605-00-531-2992, part number 664543C, for the UH-60 Black Hawk aircraft fleet. This critical navigation component serves as the direction sensing element of the ASN-43 compass set, detecting magnetic field directions and transmitting information to the aircraft's gyro system for stabilization. The government lacks the complete technical data package defining the form, fit, and function of these sealed units, requiring potential manufacturers to demonstrate independent capability. Interested sources must prove their ability to manufacture the component, obtain airworthiness certification meeting current FAA regulations, and ensure satisfactory performance for Army aviation missions. Responses must include comprehensive documentation covering manufacturing capabilities, past performance, engineering qualifications, CAGE codes, and technical points of contact. The response deadline is June 25, 2025, with all submissions required via email to the specified technical and contracting points of contact.

This market research effort does not utilize any set-aside designations and is classified under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. No incumbent contractors or current suppliers are identified in the announcement, reflecting the government's lack of technical data packages and apparent need to establish new manufacturing sources. The notice does not specify quantities, award values, or budget ranges, indicating this is purely an information-gathering exercise to assess market capabilities and determine acquisition strategy. The announcement emphasizes this is not a formal solicitation and that no costs will be reimbursed for response preparation. The government intends to use the collected information to evaluate whether responsible sources exist, assess competitiveness potential, and determine if small business set-asides might be appropriate for future procurement actions. Timeline details beyond the response deadline are not provided, as this represents preliminary market research rather than an active procurement schedule.

This is a Sources Sought announcement to locate sources for the manufacture of the Induction Compass Transmitter (T-611A), NSN: 6605-00-531-2992, part number 664543C.  The T-611A is the direction sensing component of the ASN-43 compass set.  The sensing element is pendulously mounted so that its average position is in the horizontal component of the earth’s magnetic field and is normally maintained in that position regardless of air turbulence or aircraft attitude.   The T-611A detects the direction of lines of force in this horizontal magnetic component and transmits this information electrically to the gyro in the compass set.  The information is used to position the gyro for long periods of stabilization of the system. The T-611A is located in the wing or body of the aircraft.  It is a single, sealed unit with a mounting flange for proper alignment in the aircraft.  The sealed unit is black in color with three holes in its cover for mounting the flux compensator.  The bottom of the sealed unit is round in shape.  The mounting flange is an aluminum ring approximately 1.5 inches wide with three mounting slots, and has component information engraved in it. The systems are for use in the Army fleet of UH-60 Blackhawk aircraft, and are essential to successful, safe missions.  The T-611A meets current FAA regulations.

The Government does not possess the technical data (drawings or specifications) package (TDP) that completely defines form, fit and function of these units.  As such, the TDP is not available for release.  Any sources capable of manufacturing these units must indicate so by writing to:

U.S. Army Communications-Electronics Command (CECOM)

ATTN: Integrated Logistics Support Center (ILSC) Combat Aviation Power Directorate (CAPD)

AMEL-LSW-ES

6590 Reconnaissance Street

Aberdeen Proving Ground, Maryland 21005

Any response must also show that the products will be able to obtain airworthiness certification and will perform satisfactorily when used for its intended purpose by the Army.

Requested Response Information:

Sources that can provide the manufacturing services sought are requested to submit information to show their capability to supply the same or similar services.  At a minimum, information submitted should include but is not limited to the following types of documentation: Questionnaire responses, drawings, test results, information on previous Government and commercial contracts, data rights, etc.

In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number.

Notice, Response Due Date, and Points of Contact:

This is NOT a Request for Quote or Proposal.  The Government does not intend to award a contract on the basis of this Sources Sought Announcement (SSA) or reimburse any costs associated with the preparation of responses to this SSA.  This SSA is for planning and market research purposes only, and shall not be construed as a commitment by the Government.  The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.  Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.

All SSA responses should be emailed to the Technical Point of Contact and the Army Contracting Command (ACC) Contract Specialist at the email addresses listed below.  No phone inquiries will be accepted, either as a response to this action or for information requests.  All requests for information must be submitted via email to the Technical Point of Contact.

Please submit responses by 25 June 2025.
